2626 A BILL FOR AN ACT to amend the Indiana Code concerning
2727 professions and occupations.
2828 Be it enacted by the General Assembly of the State of Indiana:
2929 1 SECTION 1. IC 25-31-1-12 IS AMENDED TO READ AS
3030 2 FOLLOWS [EFFECTIVE JULY 1, 2025]: Sec. 12. (a) Except as
3131 3 provided in section 21.1 of this chapter, the following under either
3232 4 subdivision (1) or (2) shall be considered as minimum evidence that
3333 5 the applicant is qualified for registration as a professional engineer:
3434 6 (1) All of the following:
3535 7 (A) Graduation in an approved engineering curriculum of four
3636 8 (4) years or more.
3737 9 (B) A specific record of four (4) years or more of progressive
3838 10 experience on engineering projects of sufficient quality
3939 11 acquired subsequent to graduation, which experience indicates
4040 12 that the applicant is qualified to be placed in responsible
4141 13 charge of engineering work requiring the exercise of judgment
4242 14 in the application of engineering sciences to the sound solution
4343 15 of engineering problems.
4444 16 (C) The successful passing of an examination as provided for
4545 17 in section 14 of this chapter.

4747 1 (2) All of the following:
4848 2 (A) A specific record of eight (8) years or more of engineering
4949 3 education and experience in engineering work, which indicates
5050 4 that the applicant has acquired knowledge and skill and
5151 5 practical experience in engineering work approximating that
5252 6 required for registration as a professional engineer under
5353 7 subdivision (1).
5454 8 (B) The successful passing of an examination as provided for
5555 9 in section 14 of this chapter.
5656 10 (b) The following under either subdivision (1) or (2) shall be
5757 11 considered as minimum evidence that the applicant is qualified for
5858 12 certification as an engineering intern:
5959 13 (1) All of the following:
6060 14 (A) Graduation in an approved engineering curriculum of four
6161 15 (4) years or more.
6262 16 (B) The successful passing of an engineering intern
6363 17 examination as provided in section 14 of this chapter.
6464 18 (2) All of the following:
6565 19 (A) A specific record of four (4) years or more of engineering
6666 20 education and experience in engineering work indicating that
6767 21 the applicant has acquired knowledge and skill approximating
6868 22 that acquired through graduation in an approved engineering
6969 23 curriculum of four (4) years or more.
7070 24 (B) The successful passing of an engineering intern
7171 25 examination as provided in section 14 of this chapter.
7272 26 (c) The board may waive the examination under section 14 of this
7373 27 chapter to any applicant who has been granted a certificate of
7474 28 registration under section 21 of this chapter.
7575 29 (d) An individual is not eligible for registration as a professional
7676 30 engineer or certification as an engineering intern if the individual has
7777 31 been convicted of:
7878 32 (1) an act which would constitute grounds for disciplinary
7979 33 sanction under IC 25-1-11; or
8080 34 (2) a felony that has a direct bearing on the individual's ability to
8181 35 practice competently.
8282 36 (e) In considering the qualifications of applicants, responsible
8383 37 charge of engineering teaching shall be construed as responsible charge
8484 38 of engineering work. An applicant who holds a degree of master of
8585 39 science of engineering or the equivalent thereof from a curriculum in
8686 40 engineering approved by the board may be given a maximum credit of
8787 41 one (1) year of experience in addition to the credit of four (4) years of
8888 42 education. An applicant who holds a degree of doctor of philosophy or

9090 1 the equivalent thereof from a curriculum in engineering approved by
9191 2 the board may be given a maximum of credit of two (2) years of
9292 3 experience in addition to a credit of four (4) years of education.
9393 4 Graduation in a course other than engineering from a college or
9494 5 university acceptable to the board may be considered as equivalent to
9595 6 two (2) years engineering experience and education. The mere
9696 7 execution, as a contractor of work designed by a professional engineer,
9797 8 or the supervision of the construction of such work as a foreman or
9898 9 superintendent shall not be deemed to be engineering experience.
9999 10 (f) Any person having the necessary qualifications to be registered
100100 11 under this chapter is eligible for registration although the individual
101101 12 may not be engaged in the practice of engineering at the time the
102102 13 application is made.
103103 14 SECTION 2. IC 25-31-1-14, AS AMENDED BY P.L.9-2012,
104104 15 SECTION 3, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE
105105 16 JULY 1, 2025]: Sec. 14. (a) The examination required of all applicants
106106 17 for registration as a professional engineer shall be a written or
107107 18 computer based examination which shall be divided into the following
108108 19 two (2) parts:
109109 20 (1) Engineering fundamentals.
110110 21 (2) Principles and practice of engineering.
111111 22 The board may adopt rules under IC 4-22-2 establishing additional
112112 23 examination requirements.
113113 24 (b) The engineering fundamentals portion of the examination shall
114114 25 be designed to test the applicant's knowledge of mathematics and the
115115 26 physical and engineering sciences. The standards of proficiency
116116 27 required shall approximate that attained by graduation in an approved
117117 28 four (4) year engineering curriculum.
118118 29 (c) The principles and practice of the engineering portion of the
119119 30 examination shall be designed primarily to test the applicant's
120120 31 understanding of, and judgment and ability to apply correctly, the
121121 32 principles of:
122122 33 (1) mathematics;
123123 34 (2) the physical sciences;
124124 35 (3) the engineering sciences; and
125125 36 (4) engineering design analysis and synthesis;
126126 37 to the practice of professional engineering. A part of the examination
127127 38 may be designed to test the applicant's knowledge and understanding
128128 39 of the ethical, economic, and legal principles relating to the practices
129129 40 of professional engineering.
130130 41 (d) An applicant for registration as a professional engineer who
131131 42 holds an engineering intern certificate issued in Indiana or in any other

133133 1 state or territory having equivalent standards may be exempted from
134134 2 the engineering fundamentals portion of the examination.
135135 3 (e) An applicant must successfully pass the engineering
136136 4 fundamentals portion of the examination before taking the principles
137137 5 and practice portion of the examination.
138138 6 (f) Examinations shall be held at times and places as determined by
139139 7 the board at least two (2) times each year. Examinations for
140140 8 certification as an engineering intern may be held separately from the
141141 9 examinations for registration as a professional engineer.
142142 10 (g) An applicant for registration as a professional engineer who is
143143 11 presently registered in another state or territory may be assigned a
144144 12 written or computer based examination as the board deems necessary
145145 13 to meet the requirements of this chapter.
146146 14 (h) Except as provided in subsection (j), an applicant shall have
147147 15 has three (3) attempts to pass each part of the examination within a
148148 16 time period established by the board by rule. The board may specify by
149149 17 rule the time required between examinations and the opportunity for
150150 18 future examination attempts for an applicant who fails to appear at an
151151 19 examination. The amount of the fee to be paid for each examination
152152 20 shall be determined by the board under IC 25-1-8-2.
153153 21 (i) If an applicant who has failed a part of the examination three (3)
154154 22 times reapplies and submits evidence of acquiring additional
155155 23 knowledge for the examination, the board may give the applicant
156156 24 approval to take subsequent examinations or partial examinations.
157157 25 (j) An applicant who is seeking registration as a professional
158158 26 engineer under section 21.1 of this chapter has one (1) attempt to
159159 27 pass each part of the examination within a time period established
160160 28 by the board by rule.
161161 29 SECTION 3. IC 25-31-1-21.1 IS ADDED TO THE INDIANA
162162 30 CODE AS A NEW SECTION TO READ AS FOLLOWS
163163 31 [EFFECTIVE JULY 1, 2025]: Sec. 21.1. If an applicant does not
164164 32 satisfy the educational requirements under section 12 of this
165165 33 chapter, the applicant must meet the following requirements to
166166 34 qualify for registration as a professional engineer:
167167 35 (1) Have a specific record of twenty-five (25) years or more of
168168 36 experience in engineering work, which indicates that the
169169 37 applicant has acquired knowledge, skill, and practical
170170 38 experience in engineering work.
171171 39 (2) Pass the examination described in section 14 of this
172172 40 chapter on the applicant's first attempt.
