Synopsis:  Registration of professional engineers. Provides a new
pathway to registration as a professional engineer for an individual with
at least 25 years of engineering experience who also passes the
required examination on the individual's first attempt.

SENATE BILL No. 101
A BILL FOR AN ACT to amend the Indiana Code concerning
professions and occupations.
Be it enacted by the General Assembly of the State of Indiana:
1 SECTION 1. IC 25-31-1-12 IS AMENDED TO READ AS
2 FOLLOWS [EFFECTIVE JULY 1, 2025]: Sec. 12. (a) Except as
3 provided in section 21.1 of this chapter, the following under either
4 subdivision (1) or (2) shall be considered as minimum evidence that
5 the applicant is qualified for registration as a professional engineer:
6 (1) All of the following:
7 (A) Graduation in an approved engineering curriculum of four
8 (4) years or more.
9 (B) A specific record of four (4) years or more of progressive
10 experience on engineering projects of sufficient quality
11 acquired subsequent to graduation, which experience indicates
12 that the applicant is qualified to be placed in responsible
13 charge of engineering work requiring the exercise of judgment
14 in the application of engineering sciences to the sound solution
15 of engineering problems.
16 (C) The successful passing of an examination as provided for
17 in section 14 of this chapter.

1 (2) All of the following:
2 (A) A specific record of eight (8) years or more of engineering
3 education and experience in engineering work, which indicates
4 that the applicant has acquired knowledge and skill and
5 practical experience in engineering work approximating that
6 required for registration as a professional engineer under
7 subdivision (1).
8 (B) The successful passing of an examination as provided for
9 in section 14 of this chapter.
10 (b) The following under either subdivision (1) or (2) shall be
11 considered as minimum evidence that the applicant is qualified for
12 certification as an engineering intern:
13 (1) All of the following:
14 (A) Graduation in an approved engineering curriculum of four
15 (4) years or more.
16 (B) The successful passing of an engineering intern
17 examination as provided in section 14 of this chapter.
18 (2) All of the following:
19 (A) A specific record of four (4) years or more of engineering
20 education and experience in engineering work indicating that
21 the applicant has acquired knowledge and skill approximating
22 that acquired through graduation in an approved engineering
23 curriculum of four (4) years or more.
24 (B) The successful passing of an engineering intern
25 examination as provided in section 14 of this chapter.
26 (c) The board may waive the examination under section 14 of this
27 chapter to any applicant who has been granted a certificate of
28 registration under section 21 of this chapter.
29 (d) An individual is not eligible for registration as a professional
30 engineer or certification as an engineering intern if the individual has
31 been convicted of:
32 (1) an act which would constitute grounds for disciplinary
33 sanction under IC 25-1-11; or
34 (2) a felony that has a direct bearing on the individual's ability to
35 practice competently.
36 (e) In considering the qualifications of applicants, responsible
37 charge of engineering teaching shall be construed as responsible charge
38 of engineering work. An applicant who holds a degree of master of
39 science of engineering or the equivalent thereof from a curriculum in
40 engineering approved by the board may be given a maximum credit of
41 one (1) year of experience in addition to the credit of four (4) years of
42 education. An applicant who holds a degree of doctor of philosophy or

1 the equivalent thereof from a curriculum in engineering approved by
2 the board may be given a maximum of credit of two (2) years of
3 experience in addition to a credit of four (4) years of education.
4 Graduation in a course other than engineering from a college or
5 university acceptable to the board may be considered as equivalent to
6 two (2) years engineering experience and education. The mere
7 execution, as a contractor of work designed by a professional engineer,
8 or the supervision of the construction of such work as a foreman or
9 superintendent shall not be deemed to be engineering experience.
10 (f) Any person having the necessary qualifications to be registered
11 under this chapter is eligible for registration although the individual
12 may not be engaged in the practice of engineering at the time the
13 application is made.
14 SECTION 2. IC 25-31-1-14, AS AMENDED BY P.L.9-2012,
15 SECTION 3, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE
16 JULY 1, 2025]: Sec. 14. (a) The examination required of all applicants
17 for registration as a professional engineer shall be a written or
18 computer based examination which shall be divided into the following
19 two (2) parts:
20 (1) Engineering fundamentals.
21 (2) Principles and practice of engineering.
22 The board may adopt rules under IC 4-22-2 establishing additional
23 examination requirements.
24 (b) The engineering fundamentals portion of the examination shall
25 be designed to test the applicant's knowledge of mathematics and the
26 physical and engineering sciences. The standards of proficiency
27 required shall approximate that attained by graduation in an approved
28 four (4) year engineering curriculum.
29 (c) The principles and practice of the engineering portion of the
30 examination shall be designed primarily to test the applicant's
31 understanding of, and judgment and ability to apply correctly, the
32 principles of:
33 (1) mathematics;
34 (2) the physical sciences;
35 (3) the engineering sciences; and
36 (4) engineering design analysis and synthesis;
37 to the practice of professional engineering. A part of the examination
38 may be designed to test the applicant's knowledge and understanding
39 of the ethical, economic, and legal principles relating to the practices
40 of professional engineering.
41 (d) An applicant for registration as a professional engineer who
42 holds an engineering intern certificate issued in Indiana or in any other

1 state or territory having equivalent standards may be exempted from
2 the engineering fundamentals portion of the examination.
3 (e) An applicant must successfully pass the engineering
4 fundamentals portion of the examination before taking the principles
5 and practice portion of the examination.
6 (f) Examinations shall be held at times and places as determined by
7 the board at least two (2) times each year. Examinations for
8 certification as an engineering intern may be held separately from the
9 examinations for registration as a professional engineer.
10 (g) An applicant for registration as a professional engineer who is
11 presently registered in another state or territory may be assigned a
12 written or computer based examination as the board deems necessary
13 to meet the requirements of this chapter.
14 (h) Except as provided in subsection (j), an applicant shall have
15 has three (3) attempts to pass each part of the examination within a
16 time period established by the board by rule. The board may specify by
17 rule the time required between examinations and the opportunity for
18 future examination attempts for an applicant who fails to appear at an
19 examination. The amount of the fee to be paid for each examination
20 shall be determined by the board under IC 25-1-8-2.
21 (i) If an applicant who has failed a part of the examination three (3)
22 times reapplies and submits evidence of acquiring additional
23 knowledge for the examination, the board may give the applicant
24 approval to take subsequent examinations or partial examinations.
25 (j) An applicant who is seeking registration as a professional
26 engineer under section 21.1 of this chapter has one (1) attempt to
27 pass each part of the examination within a time period established
28 by the board by rule.
29 SECTION 3. IC 25-31-1-21.1 IS ADDED TO THE INDIANA
30 CODE AS A NEW SECTION TO READ AS FOLLOWS
31 [EFFECTIVE JULY 1, 2025]: Sec. 21.1. If an applicant does not
32 satisfy the educational requirements under section 12 of this
33 chapter, the applicant must meet the following requirements to
34 qualify for registration as a professional engineer:
35 (1) Have a specific record of twenty-five (25) years or more of
36 experience in engineering work, which indicates that the
37 applicant has acquired knowledge, skill, and practical
38 experience in engineering work.
39 (2) Pass the examination described in section 14 of this
40 chapter on the applicant's first attempt.
