SENATE BILL No. 215 A BILL FOR AN ACT to amend the Indiana Code concerning natural and cultural resources. Be it enacted by the General Assembly of the State of Indiana: 1 SECTION 1. IC 14-34-12-4 IS ADDED TO THE INDIANA CODE 2 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY 3 1, 2025]: Sec. 4. (a) The legislative body of a consolidated city may 4 adopt an ordinance to regulate blasting operations to mitigate the 5 impact on the health and safety of residential neighborhoods within 6 a one (1) mile radius of blasting operations in the consolidated city, 7 including the following: 8 (1) The type of chemicals used in explosives. 9 (2) The air pollutants released. 10 (3) The noise and vibration disturbance. 11 (4) The distance and power of blasts to protect nearby 12 residences from chemical or structural damage. 13 (b) Notwithstanding IC 22-13-2-3, an ordinance adopted under 14 subsection (a) may provide more stringent requirements than the 15 following: 16 (1) Rules adopted by the commission under this chapter. 17 (2) Rules adopted by the fire prevention and building safety 2025 IN 215—LS 6767/DI 137 2 1 commission under IC 22-13. 2 (3) The standards of the National Fire Protection Association. 2025 IN 215—LS 6767/DI 137
