77 Synopsis: Lobbying prohibition. Provides that an individual who is a
88 member of the general assembly after November 5, 2024, may not be
99 registered as a lobbyist during the period that begins on the day the

1111 1,095 days after the date the individual ceases to be a member of the
1212 general assembly. Provides an exception. Provides that an individual
1313 who is appointed by the governor to: (1) serve in the governor's
1414 cabinet; or (2) serve as the executive director or director of an agency;
1515 may not be registered as a lobbyist during the period that begins on the
1616 day the individual ceases to be a member of the cabinet or ceases to be
1717 the executive director or director of an agency and ends 1,095 days
1818 after the date the individual ceases to be a member of the cabinet or

3535 A BILL FOR AN ACT to amend the Indiana Code concerning state
3636 offices and administration.
3737 Be it enacted by the General Assembly of the State of Indiana:
3838 1 SECTION 1. IC 2-7-5-7, AS AMENDED BY P.L.149-2016,
3939 2 SECTION 5, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE
4040 3 JULY 1, 2025]: Sec. 7. (a) Subsection (c) does not apply to an
4141 4 individual who:
4242 5 (1) was a member of the general assembly;
4343 6 (2) ran for reelection to the general assembly and was
4444 7 defeated in the primary or general election; and
4545 8 (3) has not been subsequently elected or appointed to serve in
4646 9 the general assembly.
4747 10 (b) An individual who is a member of the general assembly after
4848 11 December 31, 2011, and before November 6, 2024, may not be
4949 12 registered as a lobbyist under this article during the period described
5050 13 in subsection (b). that:
5151 14 (b) The period referred to in subsection (a):
5252 15 (1) begins on the day the individual ceases to be a member of the
5353 16 general assembly; and
5454 17 (2) ends three hundred sixty-five (365) days after the date the

5656 1 individual ceases to be a member of the general assembly.
5757 2 (c) Except as provided in subsection (a), an individual who is a
5858 3 member of the general assembly after November 5, 2024, may not
5959 4 be registered as a lobbyist under this article during the period that:
6060 5 (1) begins on the day the individual ceases to be a member of
6161 6 the general assembly; and
6262 7 (2) ends one thousand ninety-five (1,095) days after the date
6363 8 the individual ceases to be a member of the general assembly.
6464 9 (d) An individual who has been appointed by the governor to
6565 10 serve in the governor's cabinet, as the executive director of a state
6666 11 agency, or as the director of a state agency may not be registered
6767 12 as a lobbyist under this article during the period that:
6868 13 (1) begins on the day the individual ceases to be:
6969 14 (A) a member of the cabinet; or
7070 15 (B) the executive director or director of an agency; and
7171 16 (2) ends one thousand ninety-five (1,095) days after the date
7272 17 the individual ceases to be:
7373 18 (A) a member of the cabinet; or
7474 19 (B) the executive director or director of an agency.
