7	7	Synopsis: Lobbying prohibition. Provides that an individual who is a
8	8	member of the general assembly after November 5, 2024, may not be
9	9	registered as a lobbyist during the period that begins on the day the
10	10	individual ceases to be a member of the general assembly and ends
11	11	1,095 days after the date the individual ceases to be a member of the
12	12	general assembly. Provides an exception. Provides that an individual
13	13	who is appointed by the governor to: (1) serve in the governor's
14	14	cabinet; or (2) serve as the executive director or director of an agency;
15	15	may not be registered as a lobbyist during the period that begins on the
16	16	day the individual ceases to be a member of the cabinet or ceases to be
17	17	the executive director or director of an agency and ends 1,095 days
18	18	after the date the individual ceases to be a member of the cabinet or
19	19	ceases to be the executive director or director of an agency.

35	35	A BILL FOR AN ACT to amend the Indiana Code concerning state
36	36	offices and administration.
37	37	Be it enacted by the General Assembly of the State of Indiana:
38	38	1 SECTION 1. IC 2-7-5-7, AS AMENDED BY P.L.149-2016,
39	39	2 SECTION 5, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE
40	40	3 JULY 1, 2025]: Sec. 7. (a) Subsection (c) does not apply to an
41	41	4 individual who:
42	42	5 (1) was a member of the general assembly;
43	43	6 (2) ran for reelection to the general assembly and was
44	44	7 defeated in the primary or general election; and
45	45	8 (3) has not been subsequently elected or appointed to serve in
46	46	9 the general assembly.
47	47	10 (b) An individual who is a member of the general assembly after
48	48	11 December 31, 2011, and before November 6, 2024, may not be
49	49	12 registered as a lobbyist under this article during the period described
50	50	13 in subsection (b). that:
51	51	14 (b) The period referred to in subsection (a):
52	52	15 (1) begins on the day the individual ceases to be a member of the
53	53	16 general assembly; and
54	54	17 (2) ends three hundred sixty-five (365) days after the date the

56	56	1 individual ceases to be a member of the general assembly.
57	57	2 (c) Except as provided in subsection (a), an individual who is a
58	58	3 member of the general assembly after November 5, 2024, may not
59	59	4 be registered as a lobbyist under this article during the period that:
60	60	5 (1) begins on the day the individual ceases to be a member of
61	61	6 the general assembly; and
62	62	7 (2) ends one thousand ninety-five (1,095) days after the date
63	63	8 the individual ceases to be a member of the general assembly.
64	64	9 (d) An individual who has been appointed by the governor to
65	65	10 serve in the governor's cabinet, as the executive director of a state
66	66	11 agency, or as the director of a state agency may not be registered
67	67	12 as a lobbyist under this article during the period that:
68	68	13 (1) begins on the day the individual ceases to be:
69	69	14 (A) a member of the cabinet; or
70	70	15 (B) the executive director or director of an agency; and
71	71	16 (2) ends one thousand ninety-five (1,095) days after the date
72	72	17 the individual ceases to be:
73	73	18 (A) a member of the cabinet; or
74	74	19 (B) the executive director or director of an agency.
