Provides that an individual who is a member of the general assembly after November 5, 2024, may not be registered as a lobbyist during the period that begins on the day the individual ceases to be a member of the general assembly and ends 1,095 days after the date the individual ceases to be a member of the general assembly. Provides an exception. Provides that an individual who is appointed by the governor to: (1) serve in the governor's cabinet; or (2) serve as the executive director or director of an agency; may not be registered as a lobbyist during the period that begins on the day the individual ceases to be a member of the cabinet or ceases to be the executive director or director of an agency and ends 1,095 days after the date the individual ceases to be a member of the cabinet or ceases to be the executive director or director of an agency. SENATE BILL No. 238 A BILL FOR AN ACT to amend the Indiana Code concerning state offices and administration. Be it enacted by the General Assembly of the State of Indiana: 1 SECTION 1. IC 2-7-5-7, AS AMENDED BY P.L.149-2016, 2 SECTION 5, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE 3 JULY 1, 2025]: Sec. 7. (a) Subsection (c) does not apply to an 4 individual who: 5 (1) was a member of the general assembly; 6 (2) ran for reelection to the general assembly and was 7 defeated in the primary or general election; and 8 (3) has not been subsequently elected or appointed to serve in 9 the general assembly. 10 (b) An individual who is a member of the general assembly after 11 December 31, 2011, and before November 6, 2024, may not be 12 registered as a lobbyist under this article during the period described 13 in subsection (b). that: 14 (b) The period referred to in subsection (a): 15 (1) begins on the day the individual ceases to be a member of the 16 general assembly; and 17 (2) ends three hundred sixty-five (365) days after the date the 2025 IN 238—LS 6514/DI 107 2 1 individual ceases to be a member of the general assembly. 2 (c) Except as provided in subsection (a), an individual who is a 3 member of the general assembly after November 5, 2024, may not 4 be registered as a lobbyist under this article during the period that: 5 (1) begins on the day the individual ceases to be a member of 6 the general assembly; and 7 (2) ends one thousand ninety-five (1,095) days after the date 8 the individual ceases to be a member of the general assembly. 9 (d) An individual who has been appointed by the governor to 10 serve in the governor's cabinet, as the executive director of a state 11 agency, or as the director of a state agency may not be registered 12 as a lobbyist under this article during the period that: 13 (1) begins on the day the individual ceases to be: 14 (A) a member of the cabinet; or 15 (B) the executive director or director of an agency; and 16 (2) ends one thousand ninety-five (1,095) days after the date 17 the individual ceases to be: 18 (A) a member of the cabinet; or 19 (B) the executive director or director of an agency. 2025 IN 238—LS 6514/DI 107
