30	30	A BILL FOR AN ACT to amend the Indiana Code concerning
31	31	education.
32	32	Be it enacted by the General Assembly of the State of Indiana:
33	33	1 SECTION 1. IC 16-19-3-19.5 IS ADDED TO THE INDIANA
34	34	2 CODE AS A NEW SECTION TO READ AS FOLLOWS
35	35	3 [EFFECTIVE JULY 1, 2025]: Sec. 19.5. (a) The state department
36	36	4 shall collect the following information concerning drowning deaths
37	37	5 in Indiana:
38	38	6 (1) The location of the drowning.
39	39	7 (2) The age of the individual at the time of the drowning.
40	40	8 (b) Beginning July 1, 2026, and each July 1 thereafter, the state
41	41	9 department shall publish the information collected under
42	42	10 subsection (a) on the state department's website.
43	43	11 SECTION 2. IC 20-30-5-9.5 IS ADDED TO THE INDIANA CODE
44	44	12 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
45	45	13 1, 2025]: Sec. 9.5. (a) The governing body of each school
46	46	14 corporation shall provide instruction regarding water safety as a
47	47	15 part of the health education curriculum for students enrolled in
48	48	16 kindergarten through grade 12.
49	49	17 (b) The department shall develop curricula for use by school

51	51	1 corporations under subsection (a).
52	52	2 (c) Curricula developed under subsection (b) must include age
53	53	3 appropriate instruction on the following topics:
54	54	4 (1) The proper use of flotation devices.
55	55	5 (2) Awareness of water conditions.
56	56	6 (3) The proper supervision of swim areas.
57	57	7 (4) Safe behaviors in and around the water.
58	58	8 (5) The importance of:
59	59	9 (A) pool barriers and fencing;
60	60	10 (B) formal swim lessons;
61	61	11 (C) avoiding alcohol and substance use with water
62	62	12 recreation; and
63	63	13 (D) cardiopulmonary resuscitation for drowning victims
64	64	14 and the importance of administering cardiopulmonary
65	65	15 resuscitation.
