32	31		1 A CONCURRENT RESOLUTION urging the Indiana
33	32		2 Department of Transportation to rename the bridge over Big
34	33		3 Walnut Creek at North U.S. Highway 231 the "James Baugh
35	34		4 Memorial Bridge".
36	35		5 Whereas, Captain James Ephriam "Jim" Baugh was born
37	36		6 on April 25, 1943, in Morgan County, Indiana, to Gale H.
38	37		7 Baugh and E. Evelyn Branneman Baugh;
39	38		8 Whereas, Captain Baugh was a 1961 graduate of Belle
40	39		9 Union High School and served in the United States Air Force
41	40		10 from 1963 to 1966, achieving the rank of Airman Second Class
42	41		11 and returning to civilian life as a Vietnam War veteran;
43	42		12 Whereas, After completing his enlistment commitment,
44	43		13 Captain Baugh returned to Putnam County to begin his law
45	44		14 enforcement career, first with the Greencastle Police
46	45		15 Department, then transferring to the Putnam County Sheriff's
47	46		16 Office, where he served in various capacities to include the
48	47		17 Putnam County Sheriff from 1975 to 1982;
49	48		18 Whereas, Captain Baugh served 32 years from 1972 to
50	49		19 2004 and achieved the rank of captain;
51	50		20 Whereas, Captain Baugh served with a number of
52	51		21 professional organizations, including as an officer and board
53	52		22 member of the Indiana Police Firearms Training Association,
54	53		23 board member of the Indiana Sheriffs Association, and as an
55	54		24 adjunct staff instructor at the Indiana Law Enforcement
56	55		25 Academy;

58	57		1 Whereas, Outside of his work within law enforcement,
59	58		2 Captain Baugh was a member of Greencastle Christian
60	59		3 Church, Temple Lodge 47 of Free and Accepted Masons at
61	60		4 Greencastle, Scottish Rite Valley of Terre Haute, Putnam
62	61		5 County Fraternal Order of Police, American Society of Law
63	62		6 Enforcement Training, and International Association of Law
64	63		7 Enforcement Firearms Instructors;
65	64		8 Whereas, On Friday, January 2, 2004, Captain Baugh was
66	65		9 responding to a minor property-damage accident when he lost
67	66		10 control of his patrol car, which overturned into Big Walnut
68	67		11 Creek;
69	68		12 Whereas, As a result of the accident, Captain Baugh paid
70	69		13 the ultimate sacrifice in the line of duty just four short months
71	70		14 prior to his historic retirement;
72	71		15 Whereas, Captain Baugh is survived by his wife of 39
73	72		16 years, Lauralee, and his sons Jason and Jerrod; and
74	73		17 Whereas, It is fitting for the Indiana Department of
75	74		18 Transportation to rename the bridge over Big Walnut Creek at
76	75		19 North U.S. Highway 231 in honor of Captain Baugh's lifetime
77	76		20 of service and dedication to Putnam County and the State of
78	77		21 Indiana: Therefore,
79	78		22 Be it resolved by the Senate of the General Assembly
80	79		23 of the State of Indiana, the House of Representatives
81	80		24 concurring:
82	81		25 SECTION 1. That the Indiana General Assembly urges the
83	82		26 Indiana Department of Transportation to rename the bridge over
84	83		27 Big Walnut Creek at North U.S. Highway 231 the "James
85	84		28 Baugh Memorial Bridge".
86	85		29 SECTION 2. The Secretary of the Senate is hereby directed
87	86		30 to transmit copies of this Resolution to the family of James
88	87		31 Baugh and the Commissioner of the Indiana Department of
89	88		32 Transportation.

92	91		Mr. President: The Senate Committee on Homeland Security and
93	92		Transportation, to which was referred Senate Concurrent Resolution
94	93		No. 11, has had the same under consideration and begs leave to report
95	94		the same back to the Senate with the recommendation that said
96	95		resolution DO PASS.
