3231 1 A CONCURRENT RESOLUTION urging the Indiana
3332 2 Department of Transportation to rename the bridge over Big
3433 3 Walnut Creek at North U.S. Highway 231 the "James Baugh
3534 4 Memorial Bridge".
3635 5 Whereas, Captain James Ephriam "Jim" Baugh was born
3736 6 on April 25, 1943, in Morgan County, Indiana, to Gale H.
3837 7 Baugh and E. Evelyn Branneman Baugh;
3938 8 Whereas, Captain Baugh was a 1961 graduate of Belle
4039 9 Union High School and served in the United States Air Force
4140 10 from 1963 to 1966, achieving the rank of Airman Second Class
4241 11 and returning to civilian life as a Vietnam War veteran;
4342 12 Whereas, After completing his enlistment commitment,
4443 13 Captain Baugh returned to Putnam County to begin his law
4544 14 enforcement career, first with the Greencastle Police
4645 15 Department, then transferring to the Putnam County Sheriff's
4746 16 Office, where he served in various capacities to include the
4847 17 Putnam County Sheriff from 1975 to 1982;
4948 18 Whereas, Captain Baugh served 32 years from 1972 to
5049 19 2004 and achieved the rank of captain;
5150 20 Whereas, Captain Baugh served with a number of
5251 21 professional organizations, including as an officer and board
5352 22 member of the Indiana Police Firearms Training Association,
5453 23 board member of the Indiana Sheriffs Association, and as an
5554 24 adjunct staff instructor at the Indiana Law Enforcement
5655 25 Academy;

5857 1 Whereas, Outside of his work within law enforcement,
5958 2 Captain Baugh was a member of Greencastle Christian
6059 3 Church, Temple Lodge 47 of Free and Accepted Masons at
6160 4 Greencastle, Scottish Rite Valley of Terre Haute, Putnam
6261 5 County Fraternal Order of Police, American Society of Law
6362 6 Enforcement Training, and International Association of Law
6463 7 Enforcement Firearms Instructors;
6564 8 Whereas, On Friday, January 2, 2004, Captain Baugh was
6665 9 responding to a minor property-damage accident when he lost
6766 10 control of his patrol car, which overturned into Big Walnut
6867 11 Creek;
6968 12 Whereas, As a result of the accident, Captain Baugh paid
7069 13 the ultimate sacrifice in the line of duty just four short months
7170 14 prior to his historic retirement;
7271 15 Whereas, Captain Baugh is survived by his wife of 39
7372 16 years, Lauralee, and his sons Jason and Jerrod; and
7473 17 Whereas, It is fitting for the Indiana Department of
7574 18 Transportation to rename the bridge over Big Walnut Creek at
7675 19 North U.S. Highway 231 in honor of Captain Baugh's lifetime
7776 20 of service and dedication to Putnam County and the State of
7877 21 Indiana: Therefore,
7978 22 Be it resolved by the Senate of the General Assembly
8079 23 of the State of Indiana, the House of Representatives
8180 24 concurring:
8281 25 SECTION 1. That the Indiana General Assembly urges the
8382 26 Indiana Department of Transportation to rename the bridge over
8483 27 Big Walnut Creek at North U.S. Highway 231 the "James
8584 28 Baugh Memorial Bridge".
8685 29 SECTION 2. The Secretary of the Senate is hereby directed
8786 30 to transmit copies of this Resolution to the family of James
8887 31 Baugh and the Commissioner of the Indiana Department of
8988 32 Transportation.
