SC 11—RC 1502/DI BB March 10, 2025 First Regular Session 124th General Assembly (2025) SENATE CONCURRENT RESOLUTION No. 11 1 A CONCURRENT RESOLUTION urging the Indiana 2 Department of Transportation to rename the bridge over Big 3 Walnut Creek at North U.S. Highway 231 the "James Baugh 4 Memorial Bridge". 5 Whereas, Captain James Ephriam "Jim" Baugh was born 6 on April 25, 1943, in Morgan County, Indiana, to Gale H. 7 Baugh and E. Evelyn Branneman Baugh; 8 Whereas, Captain Baugh was a 1961 graduate of Belle 9 Union High School and served in the United States Air Force 10 from 1963 to 1966, achieving the rank of Airman Second Class 11 and returning to civilian life as a Vietnam War veteran; 12 Whereas, After completing his enlistment commitment, 13 Captain Baugh returned to Putnam County to begin his law 14 enforcement career, first with the Greencastle Police 15 Department, then transferring to the Putnam County Sheriff's 16 Office, where he served in various capacities to include the 17 Putnam County Sheriff from 1975 to 1982; 18 Whereas, Captain Baugh served 32 years from 1972 to 19 2004 and achieved the rank of captain; 20 Whereas, Captain Baugh served with a number of 21 professional organizations, including as an officer and board 22 member of the Indiana Police Firearms Training Association, 23 board member of the Indiana Sheriffs Association, and as an 24 adjunct staff instructor at the Indiana Law Enforcement 25 Academy; SC 11—RC 1502/DI BB 2 1 Whereas, Outside of his work within law enforcement, 2 Captain Baugh was a member of Greencastle Christian 3 Church, Temple Lodge 47 of Free and Accepted Masons at 4 Greencastle, Scottish Rite Valley of Terre Haute, Putnam 5 County Fraternal Order of Police, American Society of Law 6 Enforcement Training, and International Association of Law 7 Enforcement Firearms Instructors; 8 Whereas, On Friday, January 2, 2004, Captain Baugh was 9 responding to a minor property-damage accident when he lost 10 control of his patrol car, which overturned into Big Walnut 11 Creek; 12 Whereas, As a result of the accident, Captain Baugh paid 13 the ultimate sacrifice in the line of duty just four short months 14 prior to his historic retirement; 15 Whereas, Captain Baugh is survived by his wife of 39 16 years, Lauralee, and his sons Jason and Jerrod; and 17 Whereas, It is fitting for the Indiana Department of 18 Transportation to rename the bridge over Big Walnut Creek at 19 North U.S. Highway 231 in honor of Captain Baugh's lifetime 20 of service and dedication to Putnam County and the State of 21 Indiana: Therefore, 22 Be it resolved by the Senate of the General Assembly 23 of the State of Indiana, the House of Representatives 24 concurring: 25 SECTION 1. That the Indiana General Assembly urges the 26 Indiana Department of Transportation to rename the bridge over 27 Big Walnut Creek at North U.S. Highway 231 the "James 28 Baugh Memorial Bridge". 29 SECTION 2. The Secretary of the Senate is hereby directed 30 to transmit copies of this Resolution to the family of James 31 Baugh and the Commissioner of the Indiana Department of 32 Transportation.
