SENATE ENROLLED JOINT RESOLUTION No. 21 A JOINT RESOLUTION requesting Congress to call a Convention for proposing Amendments to the Constitution of the United States concerning congressional term limits. Be it resolved by the General Assembly of the State of Indiana: SECTION 1. That the General Assembly of the State of Indiana makes application to the Congress of the United States for a Convention for proposing Amendments under Article V of the Constitution of the United States to propose amendments to the Constitution of the United States. SECTION 2. That such a convention called under Article V be limited to proposing amendments to the Constitution of the United States that do both of the following: (1) Set a limit on the number of terms that a person may be elected as a Member of the United States House of Representatives. (2) Set a limit on the number of terms that a person may be elected as a Member of the United States Senate. SECTION 3. That this application shall be considered as covering the same subject matter as the applications from other States to SJ 21 2 Congress to call a convention to set a limit on the number of terms that a person may be elected to the House of Representatives of the Congress of the United States and the Senate of the United States. SECTION 4. That this application shall be aggregated with applications from the other States for the same subject for the purpose of attaining the two-thirds of states necessary to require Congress to call a limited convention on this subject, but shall not be aggregated with any other applications on any other subject. SECTION 5. That this application constitutes a continuing application in accordance with Article V of the Constitution of the United States until the legislatures of at least two-thirds of the several states have made applications on the same subject. SECTION 6. That certified copies of this resolution be sent to each of the following: (1) Each of the presiding officers of the Congress. (2) The Secretary of the United States Senate and the Clerk of the United States House of Representatives. (3) The presiding officer of each chamber of each state legislature in the United States. (4) The members of the Congress from Indiana. SECTION 7. That sending certified copies of this resolution to the presiding officer of each chamber of each state legislature in the United States serves as an invitation to the legislatures of those states to join in this call for an Article V convention.
