1414 MR. PRESIDENT:
1515 I offer the following resolution and move its adoption:
1616 1 A SENATE RESOLUTION memorializing the life of
1717 2 Senator Jean Breaux.
1818 3 Whereas, Senator Jean Breaux faithfully and honorably
1919 4 served the constituents of Senate District 34, encompassing
2020 5 portions of Marion County, since 2006;
2121 6 Whereas, Senator Jean Breaux was born in Eckman, West
2222 7 Virginia, on September 11, 1958;
2323 8 Whereas, Senator Breaux received a B.S. in Business
2424 9 Administration from Indiana Wesleyan University;
2525 10 Whereas, Senator Breaux's passion for education led to
2626 11 her receiving professional certificates from the Economic
2727 12 Development Institute and the International Economic
2828 13 Development Council;
2929 14 Whereas, Senator Breaux served as Assistant Democratic
3030 15 Leader for the Senate Democratic Caucus from 2012 to 2020;
3131 16 Whereas, Senator Breaux was a member of the Indiana
3232 17 Black Legislative Caucus;

3434 1 Whereas, Senator Breaux served as the Ranking Minority
3535 2 Member for the Senate Committees on Commerce and
3636 3 Technology, Health and Provider Services, and Public Policy
3737 4 and served as a member on Agriculture, Natural Resources,
3838 5 and Utilities committees;
3939 6 Whereas, Senator Breaux championed improvements to
4040 7 maternal health, fetal mortality, and expanded reproductive
4141 8 options for women;
4242 9 Whereas, Senator Breaux was a board member and an
4343 10 adamant supporter for the National Kidney Foundation;
4444 11 Whereas, Senator Breaux spearheaded a Kidney Screening
4545 12 Day at the Indiana State Capitol in 2022;
4646 13 Whereas, Senator Breaux received the Excellence Award
4747 14 from the National Foundation for Women Legislators and the
4848 15 Civility Award from the Association of Retired Members of the
4949 16 General Assembly;
5050 17 Whereas, Senator Breaux has been recognized as a
5151 18 National Honorary Member of Distinction by the Gamma Phi
5252 19 Delta Sorority;
5353 20 Whereas, Senator Breaux was a member of the Indiana
5454 21 Recycling Market Development Board and the Medicaid
5555 22 Advisory Committee;
5656 23 Whereas, Senator Breaux was served on the Indiana State
5757 24 Fair Committee, the Commission on Improving the Status of
5858 25 Children in Indiana, and on the Board of Commissioners for
5959 26 the Indiana Women's Commission;
6060 27 Whereas, Senator Breaux valued spending time with family
6161 28 and friends;
6262 29 Whereas, Senator Breaux loved to host her annual Mardi

6464 1 Gras event in recognition of her Creole heritage;
6565 2 Whereas, Senator Breaux's infectious laughter and spirit
6666 3 welcomed all;
6767 4 Whereas, Senator Breaux was preceded in death by her
6868 5 father Dominque Breaux and is survived by her mother Billie
6969 6 Breaux and her aunts Carol Johnson Smith and Marie Fuller;

7171 8 Whereas, Senator Breaux's legacy will be a constant
7272 9 reminder of all of the lives she has touched: Therefore,

7474 11 Be it resolved by the Senate of the
7575 12 General Assembly of the State of Indiana:
7676 13 SECTION 1. That the Indiana Senate expresses its
7777 14 sympathy and sincere condolences to the family and friends of
7878 15 Senator Jean Breaux and thanks her for her service to the
7979 16 Indiana State Senate and District 34.
8080 17 SECTION 2. The Secretary of the Senate is hereby directed
8181 18 to transmit copies of this Resolution to Billie Breaux.
