PRESIDENT: I offer the following resolution and move its adoption: 1 A SENATE RESOLUTION memorializing the life of 2 Senator Jean Breaux. 3 Whereas, Senator Jean Breaux faithfully and honorably 4 served the constituents of Senate District 34, encompassing 5 portions of Marion County, since 2006; 6 Whereas, Senator Jean Breaux was born in Eckman, West 7 Virginia, on September 11, 1958; 8 Whereas, Senator Breaux received a B.S. in Business 9 Administration from Indiana Wesleyan University; 10 Whereas, Senator Breaux's passion for education led to 11 her receiving professional certificates from the Economic 12 Development Institute and the International Economic 13 Development Council; 14 Whereas, Senator Breaux served as Assistant Democratic 15 Leader for the Senate Democratic Caucus from 2012 to 2020; 16 Whereas, Senator Breaux was a member of the Indiana 17 Black Legislative Caucus; 2025 DR 3832/DI TF 2 1 Whereas, Senator Breaux served as the Ranking Minority 2 Member for the Senate Committees on Commerce and 3 Technology, Health and Provider Services, and Public Policy 4 and served as a member on Agriculture, Natural Resources, 5 and Utilities committees; 6 Whereas, Senator Breaux championed improvements to 7 maternal health, fetal mortality, and expanded reproductive 8 options for women; 9 Whereas, Senator Breaux was a board member and an 10 adamant supporter for the National Kidney Foundation; 11 Whereas, Senator Breaux spearheaded a Kidney Screening 12 Day at the Indiana State Capitol in 2022; 13 Whereas, Senator Breaux received the Excellence Award 14 from the National Foundation for Women Legislators and the 15 Civility Award from the Association of Retired Members of the 16 General Assembly; 17 Whereas, Senator Breaux has been recognized as a 18 National Honorary Member of Distinction by the Gamma Phi 19 Delta Sorority; 20 Whereas, Senator Breaux was a member of the Indiana 21 Recycling Market Development Board and the Medicaid 22 Advisory Committee; 23 Whereas, Senator Breaux was served on the Indiana State 24 Fair Committee, the Commission on Improving the Status of 25 Children in Indiana, and on the Board of Commissioners for 26 the Indiana Women's Commission; 27 Whereas, Senator Breaux valued spending time with family 28 and friends; 29 Whereas, Senator Breaux loved to host her annual Mardi 2025 DR 3832/DI TF 3 1 Gras event in recognition of her Creole heritage; 2 Whereas, Senator Breaux's infectious laughter and spirit 3 welcomed all; 4 Whereas, Senator Breaux was preceded in death by her 5 father Dominque Breaux and is survived by her mother Billie 6 Breaux and her aunts Carol Johnson Smith and Marie Fuller; 7 and 8 Whereas, Senator Breaux's legacy will be a constant 9 reminder of all of the lives she has touched: Therefore, 10 11 Be it resolved by the Senate of the 12 General Assembly of the State of Indiana: 13 SECTION 1. That the Indiana Senate expresses its 14 sympathy and sincere condolences to the family and friends of 15 Senator Jean Breaux and thanks her for her service to the 16 Indiana State Senate and District 34. 17 SECTION 2.
