Offender against children residency restrictions. Provides that an offender against children who: (1) is required to register as a sex offender for life; and (2) knowingly or intentionally resides within 500 feet of certain areas owned, maintained, and governed by a homeowners association or property owners association; commits a sex offender residency offense, a Level 6 felony. Establishes the crime of interference with law enforcement, a Class B misdemeanor.

International money wiring fee. Requires a money transmitter (entities licensed under the Money Transmission Modernization Act) to collect and remit an international money wiring fee from senders of a money transmission to a location outside of the United States. Allows a money transmitter to retain a collection allowance from the fee amounts remitted. Provides an income tax credit to individuals who are a citizen or national of the United States, or an alien who has lawful permanent resident status or conditional permanent resident status, and paid an international money wiring fee during the taxable year. Renames the community services quality assurance fund the community based services fund (fund). Requires 20% of the revenue from the international money wiring fee to be deposited in the state general fund and 80% of the revenue to be deposited in the fund to be used to fund the family supports Medicaid waiver and community integration habilitation Medicaid waiver programs, including applied behavior analysis, in order to reduce the wait list and make additional waiver slots available under these two programs. Provides that, of the money in the fund for that purpose, 50% is subject to review by the budget committee before being expended and the remaining 50% may be used any time following the deposit of the money in the fund.

Hysterectomy and oophorectomy informed consent. Requires a physician to provide certain information to a patient and obtain oral and written consent before a hysterectomy or an oophorectomy may be performed. Allows for an exception in an emergency. Allows for the modification of an informed consent form by the patient and specifies requirements for the modification.

Dissolution of human remains. Amends the definition of cremation to include alkaline hydrolysis as a means for the dissolution of human remains. Requires the state board of funeral and cemetery service to adopt rules governing the operation of alkaline hydrolysis facilities. Various animal related matters. Removes partial liability for damages when a person removes a domestic animal from a motor vehicle. Increases certain penalties for offenses involving animals, and establishes a defense for an uninvolved person attacked by a law enforcement animal. Sets forth new definitions and amends various definitions for offenses relating to animals. Specifies that animal cruelty statutes apply to a rodent that is not a nuisance rodent. Makes certain acts an aggravating circumstance for purposes of sentencing.

Prekindergarten program enrollment. Amends the definition of "eligible child" for purposes of the prekindergarten program (program). Removes provisions regarding the program that require: (1) the office of the secretary of family and social services to determine the number of eligible children who will participate in the program; and (2) a percentage of matching funds from other sources. Establishes the prekindergarten expansion grant fund to provide grants to potential eligible providers and existing eligible providers. Makes a continuous appropriation to the prekindergarten program fund from the state general fund in an amount sufficient to carry out the purposes of the fund. Makes an appropriation to the prekindergarten expansion grant fund from the state general fund. Repeals certain provisions regarding the definitions of "eligible child", "extended enrollment period", "limited eligibility child", "priority enrollment period", "child care employee", and "child of a child care employee". Repeals or removes provisions regarding prekindergarten vouchers for limited eligibility children and children of child care employees. Makes conforming changes.

Bureau of motor vehicles. Allows additional license plates issued by the bureau of motor vehicles (bureau) to be designed as a personalized license plate. Provides that a motor vehicle may be equipped with an appropriate, functioning rear view camera that provides the driver a view of the highway for a distance of at least 200 feet to the rear of the vehicle instead of a mirror. Prohibits the Indiana department of transportation from implementing variable speed limits or using electronic variable speed limit signs. Amends the information required to be provided by an applicant for a driver's license or permit. Amends the required age an individual must be to obtain a driver's license from 16 years and 90 days of age to 16 years of age. Requires an individual to demonstrate sufficient proficiency of the English language to operate a commercial motor vehicle. Provides that an individual commits a Level 6 felony if the individual: (1) represents that a false record is a valid commercial driver's license; or (2) does not have proper documentation while driving with a commercial driver's license issued by any jurisdiction other than a state, territory, or possession of the United States. Provides that a business enterprise may not educate, train, or otherwise prepare an individual to operate a commercial motor vehicle if certain circumstances exist. Makes certain changes to the requirements for the issuance of a nondomiciled commercial driver's license and allows for the revocation of an individual's nondomiciled commercial driver's license in certain circumstances. Allows an applicant for a driver's license or permit to take an examination of the individual's ability to read and understand highway signs and the individual's knowledge of Indiana traffic laws by satisfactorily completing an online examination approved by the bureau. Amends the time that an expired driver's license of an individual temporarily residing outside Indiana because of service in the armed forces remains valid. Changes the time for an individual who is 75 years of age or older and renewing a physical credential to provide proof to the bureau that the individual passed an eyesight examination from 30 days to 60 days. Removes the limitation that a renewal identification card cannot be issued by electronic service if the card expired more than 180 days prior to the date of the application for renewal. Provides that an advertisement that violates the prohibition on advertising certain illegal products must be removed from public circulation not later than October 1, 2026. Amends certain requirements for township capital improvement plans.

Teacher compensation. Provides that, for each school year beginning after June 30, 2027, a school corporation shall, if the school corporation determines that the school corporation cannot establish a minimum salary of $60,000 (instead of $40,000 under current law) for each full-time teacher, comply with certain requirements.

Underground utility facilities. Amends Indiana's 811 law, which requires the location and marking of underground utility facilities (facilities) before planned excavation or demolition projects, to provide that if the operator of a facility (operator) fails to: (1) provide to the person responsible for an excavation or demolition (excavator) required information as to the location of the operator's facilities; or (2) provide to the association known as the Indiana Underground Plant Protection Service (association) an electronic positive response indicating that the operator either has provided the required notice to the excavator or has no facilities in the location of the proposed project; within the time specified in the law, the excavator may engage the services of a third party utility locator (locator) to determine whether the operator has underground facilities in the location of the proposed project and, if applicable, provide the marking information for those facilities. Provides that an excavator that elects to engage the services of a locator must: (1) select a locator that is authorized by the operator to act on the operator's behalf; and (2) notify the association of the locator's completion of the services for which the locator was engaged, along with the amount paid by the excavator to the locator for those services. Requires the operator on whose behalf the services were performed to submit to the excavator payment in an amount equal to three times the amount paid by the excavator for the services. Provides that not later than June 1, 2026, each operator subject to the 811 law must provide to the association a notice that authorizes one or more locators to act on the operator's behalf for purposes of these provisions. Provides that upon receiving the required notices, the association shall compile a listing of the authorized locators for each operator. Provides that after June 30, 2026, upon receiving a notice of a planned project, the association shall immediately provide the listing to the person that submitted the notice. Requires the association to develop and adopt policies and procedures to implement these provisions.

Digital alert technology pilot program. Establishes the digital alert pilot program (pilot program) administered by the department of homeland security (department) to provide grants to providers of fire, emergency medical, and law enforcement services for the use of digital alert technology to notify motorists regarding the location of providers' emergency vehicles. Establishes the digital alert pilot program grant fund. Requires the secretary of public safety and the executive director of the Indiana criminal justice institute to provide a plan to the department not later than September 1, 2026, for leveraging available federal funds to fund the pilot program.
