15	15	Be it enacted by the Legislature of the State of Kansas:
16	16	Section 1. K.S.A. 75-2264 is hereby amended to read as follows: 75-
17	17	2264. (a) The Kansas state historical society and the department of
18	18	administration capitol preservation committee shall develop and approve
19	19	plans to place a mural in the capitol honoring the 1
20	20	st
21	21	Kansas (Colored)
22	22	Voluntary Infantry regiment pursuant to K.S.A. 75-2269, and amendments
23	23	thereto.
24	24	(b) The secretary of administration is hereby authorized to receive
25	25	moneys from any grants, gifts, contributions or bequests made for the
26	26	purpose of financing the creation and installation of the 1
27	27	st
28	28	Kansas
29	29	(Colored) Voluntary Infantry regiment mural and to expend such moneys
30	30	for the purposes for which received. The secretary of administration shall
31	31	remit all moneys so received to the state treasurer in accordance with the
32	32	provisions of K.S.A. 75-4215, and amendments thereto. Upon receipt of
33	33	such remittance, the state treasurer shall deposit the entire amount in the
34	34	state treasury to the credit of the 1
35	35	st
36	36	Kansas (Colored) Voluntary Infantry
37	37	regiment mural fund. Except for the costs associated with the preparation
38	38	and submission of the plans under subsection (a), no public funds shall be
39	39	expended for the purpose of financing the creation or installation of the
40	40	mural developed under this section.
41	41	(c) There is hereby established in the state treasury the 1
42	42	st
43	43	Kansas
44	44	(Colored) Voluntary Infantry regiment mural fund. Expenditures from the
45	45	fund may be made for the purposes of creating and installing the 1
46	46	st
47	47	Kansas (Colored) Voluntary Infantry regiment mural and for such other
48	48	purposes as may be specified with regard to any grant, gift, contribution
49	49	or bequest. All such expenditures shall be made upon warrants of the
50	50	director of accounts and reports issued pursuant to vouchers approved by
51	51	the secretary of administration or the secretary's designee.
52	52	Sec. 2. K.S.A. 75-2264 is hereby repealed.
