5	5	A CONCURRENT RESOLUTION urging the United States Department
6	6	of Education to distribute certain federal moneys for education in the
7	7	form of block grants to the state.
8	8	WHEREAS, The United States Department of Education controls the
9	9	distribution of billions of dollars in federal public education funding;
10	10	and
11	11	WHEREAS, While some federal funding, such as funding provided under
12	12	the Individuals with Disabilities Education Act and Title I of the
13	13	Elementary and Secondary Education Act, is provided to the State
14	14	Department of Education for direct distribution to school districts as
15	15	pass-through funding for public education, substantial amounts of
16	16	federal funding for public education are distributed to the states in
17	17	other forms, such as grants, that require states and school districts to
18	18	comply with numerous federal requirements as a condition for
19	19	receiving such funds; and
20	20	WHEREAS, The United States Department of Education is shifting the
21	21	governance of public education back to the states; and
22	22	WHEREAS, Federal regulation of public education should be diminished
23	23	in favor of more oversight by state governments; and
24	24	WHEREAS, The use of block grants for federal funds for public
25	25	education would allow the State of Kansas the better use of such funds
26	26	for the improvement of education in the state by directing such
27	27	moneys to those areas of education where it can be most useful: Now,
28	28	therefore,
29	29	Be it resolved by the House of Representatives of the State of Kansas, the
30	30	Senate concurring therein: That the Legislature urges the United
31	31	States Department of Education to continue to distribute federal
32	32	funding that is distributed to the states as pass-through funding, such
33	33	as funding provided under the Individuals with Disabilities Education
34	34	Act and Title I of the Elementary and Secondary Education Act; and
35	35	Be if further resolved: That the Legislature urges the United States
36	36	Department of Education to distribute all other forms of federal
37	37	funding in the form of a block grant of federal moneys to the State of
38	38	Kansas without any requirements regarding the use of such funds; and
39	39	Be it further resolved: That the Secretary of State shall send an enrolled
