55 A CONCURRENT RESOLUTION urging the United States Department
66 of Education to distribute certain federal moneys for education in the
77 form of block grants to the state.
88 WHEREAS, The United States Department of Education controls the
99 distribution of billions of dollars in federal public education funding;
1010 and
1111 WHEREAS, While some federal funding, such as funding provided under
1212 the Individuals with Disabilities Education Act and Title I of the
1313 Elementary and Secondary Education Act, is provided to the State
1414 Department of Education for direct distribution to school districts as
1515 pass-through funding for public education, substantial amounts of
1616 federal funding for public education are distributed to the states in
1717 other forms, such as grants, that require states and school districts to
1818 comply with numerous federal requirements as a condition for
1919 receiving such funds; and
2020 WHEREAS, The United States Department of Education is shifting the
2121 governance of public education back to the states; and
2222 WHEREAS, Federal regulation of public education should be diminished
2323 in favor of more oversight by state governments; and
2424 WHEREAS, The use of block grants for federal funds for public
2525 education would allow the State of Kansas the better use of such funds
2626 for the improvement of education in the state by directing such
2727 moneys to those areas of education where it can be most useful: Now,
2828 therefore,
2929 Be it resolved by the House of Representatives of the State of Kansas, the
3030 Senate concurring therein: That the Legislature urges the United
3131 States Department of Education to continue to distribute federal
3232 funding that is distributed to the states as pass-through funding, such
3333 as funding provided under the Individuals with Disabilities Education
3434 Act and Title I of the Elementary and Secondary Education Act; and
3535 Be if further resolved: That the Legislature urges the United States
3636 Department of Education to distribute all other forms of federal
3737 funding in the form of a block grant of federal moneys to the State of
3838 Kansas without any requirements regarding the use of such funds; and
3939 Be it further resolved: That the Secretary of State shall send an enrolled
