A CONCURRENT RESOLUTION urging the United States Department 
of Education to distribute certain federal moneys for education in the 
form of block grants to the state.
WHEREAS, The United States Department of Education controls the 
distribution of billions of dollars in federal public education funding; 
and
WHEREAS, While some federal funding, such as funding provided under 
the Individuals with Disabilities Education Act and Title I of the 
Elementary and Secondary Education Act, is provided to the State 
Department of Education for direct distribution to school districts as 
pass-through funding for public education, substantial amounts of 
federal funding for public education are distributed to the states in 
other forms, such as grants, that require states and school districts to 
comply with numerous federal requirements as a condition for 
receiving such funds; and
WHEREAS, The United States Department of Education is shifting the 
governance of public education back to the states; and
WHEREAS, Federal regulation of public education should be diminished 
in favor of more oversight by state governments; and
WHEREAS, The use of block grants for federal funds for public 
education would allow the State of Kansas the better use of such funds 
for the improvement of education in the state by directing such 
moneys to those areas of education where it can be most useful: Now, 
therefore, 
Be it resolved by the House of Representatives of the State of Kansas, the 
Senate concurring therein: That the Legislature urges the United 
States Department of Education to continue to distribute federal 
funding that is distributed to the states as pass-through funding, such 
as funding provided under the Individuals with Disabilities Education 
Act and Title I of the Elementary and Secondary Education Act; and
Be if further resolved: That the Legislature urges the United States 
Department of Education to distribute all other forms of federal 
funding in the form of a block grant of federal moneys to the State of 
Kansas without any requirements regarding the use of such funds; and
Be it further resolved: That the Secretary of State shall send an enrolled
