UNOFFICIAL COPY 25 RS BR 1790 Page 1 of 3 XXXX 2/18/2025 9:28 AM Jacketed A CONCURRENT RESOLUTION urging the Kentucky Transportation Cabinet to 1 petition the American Association of State Highway and Transportation Officials to 2 designate certain highways as United States Highway 111. 3 WHEREAS, tourism generates $13 billion a year in economic activity in Kentucky; 4 and 5 WHEREAS, some major Kentucky tourist routes are in areas that are below the 6 state average in per capita income; and 7 WHEREAS, promotion of tourism in these areas is in the interest of the 8 Commonwealth and its citizens; and 9 WHEREAS, tourism promotion is influenced by the naming of tourist routes; and 10 WHEREAS, the foothills of the Cumberland Plateau in Southern Kentucky and 11 Middle Tennessee are one of America's most scenic landscapes, and are blessed with 12 many natural features and commercial attractions that are, and might be, of interest to 13 travelers; and 14 WHEREAS, Southern Kentucky's section of those foothills is traversed by United 15 States Highway 127, United States Highway 90, Kentucky Route 1247, Kentucky State 16 Route 914, Kentucky Route 80 and Kentucky Route 461, from the Tennessee border to 17 Interstate 75 at Mount Vernon; and 18 WHEREAS, Tennessee Route 111 runs from United States Highway 127 at the 19 Kentucky border to United States Highway 27 near Interstate 75 at Chattanooga; and 20 WHEREAS, Tennessee Route 111 and the aforementioned Kentucky routes 21 constitute a modern, scenic alternative to Interstate 75, with many tourist attractions 22 along the way, including Renfro Valley, the Kentucky Music Hall of Fame, Lake 23 Cumberland, Mill Springs, 76 Falls, Dale Hollow Lake, Cordell Hull State Park, Fall 24 Creek Falls, the Dunlap Coke Ovens, and the Sequatchie Valley; and 25 WHEREAS, this route has long been used by people in the region to reach points 26 north and south, and that has been reflected in Kentucky's recent reconstruction of United 27 UNOFFICIAL COPY 25 RS BR 1790 Page 2 of 3 XXXX 2/18/2025 9:28 AM Jacketed States Highway 127 at the border, Kentucky Routes 90 and 1247 at United States 1 Highways 27, and Kentucky Routes 80 and 461 east of Somerset; and 2 WHEREAS, there is no highway numbered as United States Highway 111; and 3 WHEREAS, numbering Tennessee Route 111 and this route in Kentucky as United 4 States Highway 111 would reflect current traffic patterns and recent highway 5 reconfigurations, and provide a singular, easily recalled, route number for the section in 6 Kentucky; and 7 WHEREAS, such a federally numbered route would promote its use by travelers 8 and economic activity along the route, without incurring additional cost for road 9 construction; and 10 WHEREAS, designation of United States routes is the responsibility of the 11 American Association of State Highway and Transportation Officials (AASHTO); 12 NOW, THEREFORE, 13 Be it resolved by the House of Representatives of the General Assembly of the 14 Commonwealth of Kentucky, the Senate concurring therein: 15 Section 1. The General Assembly hereby urges the Kentucky Transportation 16 Cabinet to petition the American Association of State Highway and Transportation 17 Officials to designate as United States Highway 111 along the following routes: 18 (1) Kentucky Route 461 from United States Highway 25 at Mount Vernon to the 19 KY 80 interchange at Shopville; 20 (2) Kentucky Route 80 from the Kentucky Route 461 intersection to the 21 Kentucky Route 914 intersection; 22 (3) Kentucky Route 914 (the Somerset Bypass) from the Kentucky Route 80 23 intersection to the Kentucky Route 1247 intersection; 24 (4) Kentucky Route 1247 from the Kentucky Route 914 intersection in Ferguson 25 to the Kentucky Route 90/United States Highway 27 interchange at Burnside; 26 (5) Kentucky Route 90 from the United States Highway 27/Kentucky Route 1247 27 UNOFFICIAL COPY 25 RS BR 1790 Page 3 of 3 XXXX 2/18/2025 9:28 AM Jacketed interchange through Monticello to the United States Highway 127 intersection; 1 (6) United States Highway 127 from the Kentucky Route 90 intersection through 2 Albany to the Tennessee Route 111 intersection at Static; 3 (7) Tennessee Route 111 for its entire length, to United States Highway 27 at 4 Soddy-Daisy; 5 (8) United States Highway 27 from the Tennessee Route 111 intersection to the 6 Tennessee Route 153 intersection; and 7 (9) Tennessee Route 153 from the United States Highway 27 intersection to the 8 United States Highway 11/64 intersection just before Interstate 75. 9 Section 2. The proposed petition includes United States Highway 27 and 10 Tennessee Route 153 in order to follow AASHTO's general principle that three-digit 11 federal routes should be spur routes of a two-digit federal route, with its number 12 incorporated as the last two digits of the spur route. If AASHTO does not deem this 13 necessary, and Tennessee does not wish to extend United States Highway 111 to United 14 States Highway 11, the last two segments in subsections (8) and (9) of Section 1 of this 15 Resolution may be considered optional. 16 Section 3. Except in the case of Kentucky Route 461, this proposal does not call 17 for elimination of existing route numbers. United States Highway 111 could be co-signed 18 with the segments of Kentucky Routes 80, 914, 1247, and 90, and United States Highway 19 127, depending on the decisions of state officials in consultation with local officials. 20
