PRIVATE SECURITY:  Provides for changes to the La. State Board of Private Security
Examiners
AN ACT1
To amend and reenact R.S. 37:3273(B) and to enact R.S. 37:3272(A)(20) and (21) and2
3286(E), relative to private security; to define part-time event security employee; to3
define special event; to provide for membership on the Louisiana State Board of4
Private Security Examiners; to authorize a maximum fee charged to businesses that5
employ part-time event security employees; and to provide for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1. R.S. 37:3273(B) is hereby amended and reenacted and R.S.8
37:3272(A)(20) and (21) and 3286(E) are hereby enacted to read as follows: 9
§3272.  General definition of terms 10
A. As used in this Chapter, the following terms shall have the following11
meanings ascribed to them: 12

(20) "Part-time event security employee" means an individual, not licensed14
by the board, who is principally employed by a contract security company to provide15
temporary unarmed protection of a person or persons or property, or both, at a16
special event.17
(21) "Special event" means a single event or a series of events, to which the18
public is invited to watch, listen, or participate, whether paid attendance or free19

(a)  Motorized vehicle races or contests.1
(b) Carnivals, circuses, mechanical amusement rides, nondomesticated2
animal acts or exhibitions, and similar activities.3
(c) Any public amusement or event that will take place on a public4
right-of-way.5
(d)  Outdoor shows, concerts, and exhibitions.6
(e) Races, block parties, craft fairs, parades, soap box derbies, rallies, or7
other similar events.8
(f) Any public event requiring street closure which occurs on a public street,9
sidewalk, alley, or other street right-of-way, and which is likely to obstruct, delay,10
or interfere with the normal flow of pedestrian or vehicular traffic.11

§3273. Louisiana State Board of Private Security Examiners; creation; qualification;13
domicile; term of office; confirmation; oath of office; compensation 14

B.  The board shall consist of nine ten members appointed by the governor.16
One member shall be appointed from and shall reside in each of the five public17
service commission districts established by law.  Four members shall be appointed18
from the state at large.  One member shall be the owner or representative of a private19
security business, a majority of whose employees are part-time event security20
employees. Each member shall be a citizen of the United States of America, a21
resident of Louisiana, at least thirty years of age, and shall have been actively22
engaged in the private security business for at least five years. One of the members23
appointed at large shall be a representative of a nationally operated security24
company.  Each member shall be licensed or registered with the board or a corporate25
officer of a licensed company.26

E. An additional fee of not more than twenty dollars may be charged to a3
business which employs a part-time event security employee.4

Abstract: Adds a member to the La. State Board of Private Security Examiners to represent
private security businesses which employ a majority of part-time event security
employees.
Proposed law defines "part-time event security employee" as an individual, not licensed by
the La. State Board of Private Security Examiners, who is principally employed by a contract
security company to provide temporary unarmed protection of a person or persons or
property, or both, at a special event.
Proposed law defines "special event" as a single event or a series of events, to which the

Present law established the La. State Board of Private Security Examiners which consists of
nine members appointed by the governor. One member shall be appointed from and shall
reside in each of the five public service commission districts established by law.  Four
members shall be appointed from the state at large. One of the members appointed at large
shall be a representative of a nationally operated security company. 
Proposed law retains present law but adds one member to the board who is the owner or
representative of a private security business, a majority of whose employees are part-time
event security employees.

Proposed law retains present law but allows a maximum fee of $20 to be assessed to private
security businesses who employ part-time event security employees.

Summary of Amendments Adopted by House
Committee Amendments Proposed by House Committee on Commerce to the original
bill.
1. Deleted the prohibition against any additional fees and authorized a maximum
fee of $20.
