HOUSE CONCURRENT RESOLUTI ON NO. 206

HOMELAND SECURITY:  Urges and requests the House and Senate select committees on
homeland security to study and make recommendations regarding air freight security
A CONCURRENT RESOLUTI ON1
To urge and request the House Select Committee on Homeland Security and the Senate2
Select Committee on Homeland Security to meet and function as a joint committee3
to study and make recommendations regarding air freight security.4
WHEREAS, air cargo has become a very critical part of the overall freight network5
in this country; and6
WHEREAS, the United States imports one and a half-million tons of air freight a7
year from ninety-seven countries; and8
WHEREAS, after the tragic events of September 11, 2001, an emphasis on airline9
safety emerged with little regard to air cargo safety; and10
WHEREAS, more recently, terrorists have shown an interest in targeting air freight11
and have demonstrated considerable ability in adapting their methods to circumvent aviation12
security regimes, which in the future, may result in increased targeting of aviation via13
freight; and14
WHEREAS, it is imperative that air freight operators, crews, and airport security15
receive more detailed methodological guidance on the development of security plans and16
procedures; and17
WHEREAS, with rising fuel prices and stagnant revenue streams, the airline industry18
relies more on air cargo now than ever, and thus it is important to be proactive on air freight19
security for the safety of the citizens of our state.20 HLS 10RS-4693	ENGROSSED

THEREFORE BE IT RESOLVED that the Legislature of Louisiana does hereby urge1
and request the House Select Committee on Homeland Security and the Senate Select2
Committee on Homeland Security to meet and function as a joint committee to study and3
make recommendations regarding air freight security.4
