HLS 10RS-5540 ENGROSSED Page 1 of 4 Regular Session, 2010 HOUSE RESOLUTION NO. 152 BY REPRESENTATIVE BARROW PLANNING/ZONING-STATE: Requests the House Committee on Municipal, Parochial and Cultural Affairs to study and make recommendations relative to issues related to exploring better ways to effectively deliver growth management techniques to community stakeholders and to advance local, regional, and state policies in our state A RESOLUTION1 To urge and request the House Committee on Municipal, Parochial and Cultural Affairs to2 study and make recommendations relative to issues related to exploring better ways3 to effectively deliver growth management techniques to community stakeholders and4 to advance local, regional, and state policies in our state.5 WHEREAS, in communities across the nation, there is a growing concern that6 current development patterns, dominated by what some call "sprawl", are no longer in the7 long-term interest of our cities, existing suburbs, small towns, or rural communities; and8 WHEREAS, Louisiana needs to have policies and recommendations in place that will9 help communities plan, develop, recover, and grow in ways to enhance community livability10 and sustainability and to aid in creating more economic development opportunities; and11 WHEREAS, Louisiana land use planners and leaders in areas across the state need12 more guidance and understanding of key growth and land use issues.13 THEREFORE, BE IT RESOLVED that the House of Representatives of the14 Legislature of Louisiana does hereby urge and request the House Committee on Municipal,15 Parochial and Cultural Affairs to study and make recommendations relative to issues related16 to exploring better ways to effectively deliver growth management techniques to community17 stakeholders and to advance local, regional, and state policies in our state.18 BE IT FURTHER RESOLVED that the committee shall specifically solicit the input,19 recommendations, and advice of those who can provide relevant information and suggestions20 HLS 10RS-5540 ENGROSSED HR NO. 152 Page 2 of 4 to the committee based upon their expertise and experience, including but not limited to the1 following:2 (1)The Louisiana REALTORS Association.3 (2)The Louisiana Homebuilders Association.4 (3)The Louisiana Municipal Association.5 (4)The Louisiana Police Jury Association.6 (5)The American Planners Association, Louisiana Chapter.7 (6)The Louisiana Recovery Authority.8 (7)The Center for Planning Excellence.9 (8)The Louisiana Department of Transportation and Development.10 (9)The American Association of Retired Persons.11 (10)The American Society of Landscape Architects, Louisiana Chapter.12 (11)The American Insurance Association.13 (12)The Louisiana Department of Economic Development.14 (13)The Association of Metropolitan Planning Organizations.15 (14)The Louisiana Department of Health and Hospitals.16 (15)The Louisiana Housing Finance Authority.17 (16)The Louisiana Public Health Institute.18 (17)The Louisiana Housing Alliance.19 (18)The Division of Administration, office of community development.20 (19)The Department of Social Services.21 (20)The Louisiana Disaster Recovery Foundation.22 BE IT FURTHER RESOLVED that all departments, boards, agencies, officers, and23 institutions of the state and all subdivisions thereof shall cooperate with the committee in24 providing information to assist the committee in carrying out its responsibility pursuant to25 this Resolution.26 BE IT FURTHER RESOLVED that the committee shall convene its first meeting no27 later than September 1, 2010.28 HLS 10RS-5540 ENGROSSED HR NO. 152 Page 3 of 4 BE IT FURTHER RESOLVED that the committee shall report the results of its study1 and its recommendations, including proposed legislation, to the House of Representatives2 of the Legislature of Louisiana by March 15, 2011.3 DIGEST The digest printed below was prepared by House Legislative Services.
