HLS 10RS-6292 ORIGINAL Page 1 of 2 Approved 6-21-10 Regular Session, 2010 HOUSE STUDY REQUEST NO. 12 BY REPRESENTATIVES HENRY AND CROMER LEGISLATIVE AFFAIRS: Requests the House Committee on House and Governmental Affairs to study access and decorum in areas of the State Capitol controlled by the House of Representatives A STUDY REQUEST1 To the House Committee on House and Governmental Affairs to study access and decorum2 in areas of the State Capitol controlled by the House of Representatives and to report3 its findings and recommendations to the House of Representatives prior to the4 convening of the 2011 Regular Session of the Legislature of Louisiana.5 WHEREAS, there are several provisions of the Rules of Order of the House of6 Representatives governing admission to certain facilities of the House of Representatives;7 and8 WHEREAS, there are several provisions of the Rules of Order of the House of9 Representatives and in committee rules governing decorum and debate among members and10 of persons making presentations in committees; and11 WHEREAS, many times during a legislative session the atmosphere in and around12 the proceedings may appear to be disorganized and chaotic; and13 WHEREAS, it is important in a deliberative body that an appropriate and fair balance14 is achieved between discussion of the issues and the orderly conduct of the proceedings, and15 therefore a study of the issues of access and decorum is important to ensure that the16 appropriate balance is achieved.17 THEREFORE, the House of Representatives of the Legislature of Louisiana requests18 the House Committee on House and Governmental Affairs to study access and decorum in19 areas of the State Capitol controlled by the House of Representatives and to report its20 HLS 10RS-6292 ORIGINAL HSR NO. 12 Page 2 of 2 findings and recommendations to the House of Representatives prior to the convening of the1 2011 Regular Session of the Legislature of Louisiana.2 DIGEST The digest printed below was prepared by House Legislative Services.
