GAMING. Provides for the discontinuance of electronic or video bingo machines. (8/15/10)
AN ACT1
To amend and reenact R.S. 4:724(A) and to enact R.S. 18:1300.24, relative to gaming2
elections; to provide for an election in each parish to determine whether to allow the3
operation of electronic or video bingo machines; and to provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1.  R.S. 4:724(A) is hereby amended and reenacted to read as follows: 6
§724. Use of electronic or video bingo games7
A.(1) Electronic or video machines, hereafter termed "electronic bingo8
machines", for public playing of bingo may be made available at any location9
licensed under this Chapter for charitable bingo, provided that all requirements of10
this Chapter not in conflict with the provisions of this Section are met.11
(2) All licenses granted pursuant to this Section shall be issued in12
accordance with the outcome of the local elections authorized by R.S.13
18:1300.24.14

machines, except as provided by local election1
A.(1) The operation of all electronic or video bingo machines,2
hereinafter termed "electronic bingo machines," shall be discontinued unless3
a majority of electors voting in the election provided for in this Section permit4
the continuance of the use of electronic bingo machines.5
(2) At the statewide election scheduled for November 2, 2010, a6
proposition shall appear on the ballot in every parish to determine whether the7
operation of electronic bingo machines shall be permitted in the parish.8
B.  The ballot for the election shall provide as follows:9
"LOCAL OPTION ELECTION10
Within _____ (name of parish or other voting area authorized by law)11
shall the operation of electronic or video bingo machines be permitted?  YES12
( )  NO ( )"13
C. A majority of votes cast on the proposition shall determine the14
outcome for each parish.15
D. (1) If a majority of the electors voting in the election vote in favor of16
permitting the operation of electronic bingo machines, then such activity may17
be conducted in such parish as provided by law.18
(2) If the operation of electronic bingo machines were not, prior to19
August 15, 2010, authorized, licensed, or permitted, and conducted in any20
parish in which the voters vote against the operation of electronic bingo21
machines, no license or permit shall be issued to conduct such activity.22
(3) If the operation of electronic bingo machines were, prior to August23
15, 2010, authorized, licensed, or permitted, and conducted in any parish in24
which the voters vote against the operation of electronic bingo machines, no25
license or permit shall be issued to conduct such activity after December 31,26
2011.27
E. The election required by this Section shall be conducted as provided28
in Chapter 6-B of this Title.29 SB NO. 532

F. The costs of the election required in this Section shall be borne by the1
state.2

Proposed law mandates that the operation of all electronic or video bingo machines,
("electronic bingo machines"), shall be discontinued unless a majority of electors voting in
the election provided for by law permit the continuance of the use of electronic bingo
machines. 
Proposed law provides at the statewide election scheduled for November 2, 2010, a
proposition will appear on the ballot in every parish to determine whether the use of
electronic bingo machines shall be permitted in the parish.
Proposed law provides that if a majority of the electors voting in the election vote in favor
of permitting the operation of electronic bingo machines, then such activity may be

Proposed law requires the state to cover the cost of the election. 
Effective August 15, 2010.
