SENATE BILL NO. 688
BY SENATOR MORRELL 
SCHOOLS. Provides for the creation of community advisory boards for certain schools in
the Recovery School District in New Orleans. (gov sig)
AN ACT1
To enact R.S. 17:1990(I), relative to the Recovery School District; to provide for the2
creation of community advisory boards for certain schools within the district located3
in Orleans Parish; to provide relative to the membership, duties, and functions of4
such boards; and to provide for related matters.5
Notice of intention to introduce this Act has been published.6
Be it enacted by the Legislature of Louisiana:7
Section 1.  R.S. 17:1990(I) is hereby enacted to read as follows: 8
ยง1990.  Recovery School District; creation; governance; operation9

I. (1) A community advisory board shall be established for each school11
directly operated by the Recovery School District in Orleans Parish that is being12
considered for conversion to a charter school. Each such advisory board shall13
be composed of seven members as follows:14
(a) One member appointed by the state senator in whose district the15
school is located.16
(b) One member appointed by the state representative in whose district17 SB NO. 688

(c)  One member appointed by the mayor of New Orleans.2
(d) One member appointed by the member of the New Orleans City3
Council in whose district the school is located.4
(e) One member appointed by the member of the Orleans Parish School5
Board in whose district the school is located.6
(f) One member appointed by the member of the State Board of7
Elementary and Secondary Education in whose district the school is located.8
(g) One member appointed by the president of the State Board of9
Elementary and Secondary Education.10
(2) Prior to taking action to convert a school directly operated by the11
Recovery School District in Orleans Parish to a charter school, the State Board12
of Elementary and Secondary Education shall consult with such school's13
community advisory board when selecting a charter operator for the school.14
Section 2. This Act shall become effective upon signature by the governor or, if not15
signed by the governor, upon expiration of the time for bills to become law without signature16
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If17
vetoed by the governor and subsequently approved by the legislature, this Act shall become18
effective on the day following such approval.19

Proposed law provides for the establishment of a community advisory board for each school
directly operated by the Recovery School District (RSD) in Orleans Parish that is being
considered for conversion to a charter school. Further provides that such advisory board shall
be composed of seven members as follows:
1. One member appointed by the state senator in whose district the school is located.
2. One member appointed by the state representative in whose district the school is
located.
3. One member appointed by the mayor of New Orleans.

6. One member appointed by the member of the State Board of Elementary and
Secondary Education (BESE) in whose district the school is located.
7. One member appointed by the president of BESE.
Proposed law requires BESE, prior to taking action to convert a school directly operated by
the RSD in Orleans Parish to a charter school, to consult with such school's community
advisory board when selecting a charter operator for the school.
Effective upon signature of the governor or lapse of time for gubernatorial action.

Summary of Amendments Adopted by Senate
Committee Amendments Proposed by Senate Committee on Education to the
original bill.
1. Deletes requirement that a community advisory board be established for all
RSD schools in New Orleans.
2. Limits applicability to RSD-N.O. operated schools being considered for
conversion to a charter school.
