SENATE CONCURRENT RESOLUTI ON NO. 18
BY SENATOR DONAHUE 
HOSPITALS.  Directs the Louisiana State University - Health Care Services Division to
fully implement the recommendations from the Alvarez & Marsal, March 23, 2009, financial
and operational assessment of the Interim LSU Public Hosptial.
A CONCURRENT RESOLUTI ON1
To direct the Louisiana State University - Health Care Services Division to fully implement2
the recommendations from the March 23, 2009, Interim LSU Public Hospital3
Financial and Operational Assessment performed by Alvarez & Marsal.4
WHEREAS, the state of Louisiana faces a severe decline in revenues through Fiscal5
Year 2012 which, if no corrective action is taken, will leave a significant funding gap in state6
government expenditures and will create serious sustainability issues in financing state7
obligations; and8
WHEREAS, it is essential that the state act now to reduce the cost of state9
government through all means available, including efficiencies, economies, greater10
effectiveness, and other means to streamline government in order to overcome the projected11
severe revenue reductions occurring through 2012 and to ensure that available state tax12
dollars are being spent efficiently and effectively; and13
WHEREAS, in January 2009, the Board of Supervisors of the Louisiana State14
University and Agricultural and Mechanical College engaged Alvarez & Marsal to provide15
the services of an interim chief management officer and to lead and assist the Interim LSU16
Public Hospital with the analysis and evaluation of overall business operations; and17
WHEREAS, Alvarez & Marsal conducted a financial and operational assessment of18 SCR NO. 18

the Interim LSU Public Hospital of which recommendations were presented on March 23,1
2009; and2
WHEREAS, the recommendations of the Alvarez & Marsal financial and operational3
assessment identified many areas where state tax dollars could be spent more efficiently and4
effectively; and5
WHEREAS, it is imperative and essential that the Louisiana State University -6
Health Care Services Division act now to reduce the cost of operating the interim public7
hospital through all means available, including efficiencies, economies, greater8
effectiveness, and other means which were identified in the recommendations made in the9
Alvarez & Marsal financial and operational assessment.10
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby11
direct the Louisiana State University - Health Care Services Division to fully implement the12
recommendations from the March 23, 2009, Interim LSU Public Hospital Financial and13
Operational Assessment performed by Alvarez & Marsal.14
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the15
Louisiana State University Board of Supervisors and to the Vice President of the Office of16
Health Affairs and Medical Education within the Louisiana State University System Office.17
