SENATE CONCURRENT RESOLUTI ON NO. 18

A CONCURRENT RESOLUTI ON
To urge and request the Louisiana State University Board of Supervisors to study fully
implementing the recommendations from the March 23, 2009, Interim LSU Public
Hospital Financial and Operational Assessment performed by Alvarez and Marsal
and to expand the findings to applications in all hospitals operated by the Louisiana
State University System where it is found to be appropriate.
WHEREAS, the state of Louisiana faces a severe decline in revenues through Fiscal
Year 2012 which, if no corrective action is taken, will leave a significant funding gap in state
government expenditures and will create serious sustainability issues in financing state
obligations; and
WHEREAS, it is essential that the state act now to reduce the cost of state
government through all means available, including efficiencies, economies, greater
effectiveness, and other means to streamline government in order to overcome the projected
severe revenue reductions occurring through 2012 and to ensure that available state tax
dollars are being spent efficiently and effectively; and
WHEREAS, in January 2009, the Board of Supervisors of the Louisiana State
University and Agricultural and Mechanical College engaged Alvarez & Marsal to provide
the services of an interim chief management officer and to lead and assist the Interim LSU
Public Hospital with the analysis and evaluation of overall business operations; and
WHEREAS, Alvarez & Marsal conducted a financial and operational assessment of
the Interim LSU Public Hospital of which recommendations were presented on March 23,
2009; and
WHEREAS, the recommendations of the Alvarez & Marsal financial and operational
assessment identified many areas where state tax dollars could be spent more efficiently and

WHEREAS, it is imperative and essential that the Louisiana State University Board
of Supervisors act now to reduce the cost of operating the Louisiana State University public
hospitals through all means available, including efficiencies, economies, greater
effectiveness, and other means which were identified in the recommendations made in the
Alvarez & Marsal financial and operational assessment.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
urge and request the Louisiana State University Board of Supervisors to study fully
implementing the recommendations from the March 23, 2009, Interim LSU Public Hospital
Financial and Operational Assessment performed by Alvarez and Marsal and to expand the
findings to applications in all hospitals operated by the Louisiana State University System
where it is found to be appropriate.
 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
Louisiana State University Board of Supervisors and to the Vice President of the Office of
Health Affairs and Medical Education within the Louisiana State University System Office.
