SLS 10RS-1177 APPROVED Page 1 of 2 Regular Session, 2010 SENATE CONCURRENT STUDY REQUEST NO. 2 BY SENATOR ADLEY A CONCURRENT STUDY REQUEST1 To the Senate Committee on Transportation, Highways, and Public Works and the House2 Committee on Transportation, Highways, and Public Works to meet and to function3 as a joint committee to study the impact of the Department of Transportation and4 Development assessing an annual fee for special permits for vehicles that exceed5 height, width, length, and weight limits imposed by current Louisiana law similar to6 permits issued by the state of Texas.7 WHEREAS, Texas law and procedure authorize the Texas Department of8 Transportation to issue special permits to vehicles or companies which own or lease vehicles9 within specified dimensions relative to height, width, length, and weight upon application10 and payment of an annual fee; and11 WHEREAS, the state of Texas issues an "Annual Envelope Vehicle Permit;" and12 WHEREAS, Louisiana law and procedure authorize the Department of13 Transportation and Development to issue certain special permits annually for a specified fee;14 and15 WHEREAS, because of the interest expressed by companies who operate both in16 Louisiana and Texas, a comprehensive study of the feasibility and impact on the Department17 of Transportation and Development assessing an annual fee to vehicles and companies for18 special permits that exceed height, width, length, and weight limits imposed by current19 Louisiana law similar to that of the state of Texas is advisable.20 THEREFORE, the Legislature of Louisiana requests that the Senate Committee on21 Transportation, Highways, and Public Works and the House Committee on Transportation,22 Highways, and Public Works meet and function as a joint committee to study the feasability23 SCSR NO. 2 SLS 10RS-1177 APPROVED Page 2 of 2 and impact of the Department of Transportation and Development issuing an annual special1 permit similar to that of the state of Texas and assessing an annual fee for movement of2 overweight and oversize vehicles on Louisiana's state highways.3 The Legislature of Louisiana further requests that the joint committee make a written4 report of its findings and recommendations to the secretary of the Senate and clerk of the5 House of Representatives not later than thirty days prior to the convening of the 20116 Regular Session, together with any specific proposals for legislation.7 The Legislature of Louisiana further requests that the joint committee also transmit8 a copy of its findings and recommendations to the secretary of the Department of9 Transportation and Development.10 A copy of this Study Request shall be transmitted to the secretary of the Department11 of Transportation and Development.12
