A CONCURRENT RESOLUTI ON
To urge and request the Department of Transportation and Development to install a traffic
light at the intersection of U.S. Highway 165 and Richwood Road No. 2 in Ouachita
Parish.
WHEREAS, local officials in Ouachita Parish are asking that the Department of
Transportation and Development install a traffic light at the intersection of U.S. Highway
165 and Richwood Road No. 2 in Ouachita Parish; and
WHEREAS, the opening of the Ollie Burns Branch Library has contributed
significantly to traffic congestion and has increased pedestrian traffic, particularly school-
aged children, from nearby Richwood Middle and High schools; and
WHEREAS, the combination of motor vehicles, school buses, commercial trucks,
bicycles, and pedestrians has made the intersection of U.S. Highway 165 and Richwood
Road No. 2 an extremely busy and dangerous intersection, especially when students are
ending their school day; and
WHEREAS, in order to facilitate the flow of traffic on a major, divided highway and
provide for the safety and welfare of pedestrians, a traffic light is needed at this intersection;
and
WHEREAS, a prime responsibility of the state is to provide for the safety of its
citizens, and the installation of a traffic light will offer much needed protection for
pedestrians and drivers alike.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
urge and request the Department of Transportation and Development to install a traffic light
at the intersection of U.S. Highway 165 and Richwood Road No. 2 in Ouachita Parish. ENROLLEDHCR NO. 42

BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
secretary of the Department of Transportation and Development.
