Provides a preference for the purchase of steel pipe manufactured in Louisiana. (8/15/11) AN ACT1 To amend and reenact R.S. 38:2251.2, relative to public contracts; to provide a preference2 for steel pipe manufactured in this state; and to provide for related matters.3 Be it enacted by the Legislature of Louisiana:4 Section 1. R.S. 38:2251.2 is hereby amended and reenacted to read as follows: 5 ยง2251.2. Preference for steel rolled in Louisiana 6 A. When purchasing steel or steel pipe, every person acting as purchasing7 agent for any agency, board, commission, department, or other instrumentality of the8 state or of a parish, municipality, or other unit of local government, including a levee9 board, drainage district, school board, or special district, shall purchase steel rolled10 or steel pipe manufactured in this state which is equal in quality to steel rolled or11 steel pipe manufactured outside the state, provided the cost of steel rolled or steel12 pipe manufactured in this state does not exceed by more than ten percent the cost13 of steel which is rolled or steel pipe manufactured outside the state. 14 B. DIGEST Marionneaux (SB 196) Present law, relative to public contracts, provides that when purchasing steel, every person acting as purchasing agent for any agency, board, commission, department, or other instrumentality of the state or of a parish, municipality, or other unit of local government, including a levee board, drainage district, school board, or special district, shall purchase steel rolled in this state which is equal in quality to steel rolled outside the state, provided the cost of steel rolled in this state does not exceed by more than 10% of the cost of steel which is rolled outside the state. Provides that this preference does not apply when sufficient quantities of steel rolled in this state are not available. Proposed law retains present law and extends the preference to steel pipe manufactured in this state. Effective August 15, 2011. (Amends R.S. 38:2251.2) Summary of Amendments Adopted by Senate Committee Amendments Proposed by Senate Committee on Transportation, Highways, and Public Works to the original bill. 1. Clarifies that steel pipe must be of the same quality as out of state pipe to qualify for the preference.
