DISTRICTS/HOSPITAL SERVC:  Provides relative to per diem paid to members of the
governing board of the Concordia Parish Hospital Service District No. 1
AN ACT1
To enact R.S. 46:1053(Q)(3), relative to the parish of Concordia; to provide relative to the2
governing board of Concordia Parish Hospital Service District Number One; to3
increase the maximum per diem authorized to be paid to members of such board for4
attending board meetings; to provide relative to the number of meetings for which5
board members may be paid; and to provide for related matters.6
Notice of intention to introduce this Act has been published7
as provided by Article III, Section 13 of the Constitution of8
Louisiana.9
Be it enacted by the Legislature of Louisiana:10
Section 1.  R.S. 46:1053(Q)(3) is hereby enacted to read as follows: 11

(3) Notwithstanding any other provision of law to the contrary, the17
governing authority of the parish of Concordia may permit a per diem to be paid to18
each member of the board of commissioners of the Concordia Parish Hospital19

each day of attendance at meetings of the board of commissioners not to exceed1
twenty-four regular meetings per year and twelve special meetings per year, payable2
out of the funds of the hospital service district.3

Section 2. This Act shall become effective on July 1, 2012; if vetoed by the governor5
and subsequently approved by the legislature, this Act shall become effective on July 1,6
2012, or on the day following such approval by the legislature, whichever is later.7

Abstract: Relative to the governing board members of the Concordia Parish Hospital
Service District No. 1, increases the maximum per diem authorized to be paid to such
members for attending board meetings from $40 to $200.
Present law generally authorizes police juries to form and create hospital service districts
within the respective parishes, or with agreement among police juries concerned, to combine
two or more parishes into a single hospital service district. Provides generally that hospital
service districts are governed by a board of five commissioners. Provides exceptions.
Present law generally authorizes parish governing authorities to permit a per diem to board
members in an amount of not less than $25 nor more than $40 for attendance at meetings of
the commission.  Provides exceptions.
Proposed law retains present law and additionally authorizes a per diem for the governing
board members of the Concordia Parish Hospital Service District No.1 in an amount not to
exceed $200 for attendance at meetings of the board. Provides that board members shall not
be paid for more than 24 regular meetings per year and 12 special meetings per year.
Proposed law provides that per diem is payable out of the funds of the hospital service
district.
Effective July 1, 2012.
