BY REPRESENTATIVE BROSSETT
PUBLIC CONTRACTS: Provides for a quarterly report to the Joint Legislative Committee
on the Budget regarding contracts let in the construction of the University Medical
Center in New Orleans
AN ACT1
To enact R.S. 38:2225.1.1, relative to public contracts; to provide for a report on contracts2
let in the construction of University Medical Center in New Orleans; and to provide3
for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1.  R.S. 38:2225.1.1 is hereby enacted to read as follows: 6
ยง2225.1.1. Reporting of contracts let in the construction of University Medical7
Center in New Orleans8
The Louisiana State University Board of Supervisors and the University9
Medical Center Management Corporation shall report quarterly, in September,10
December, March, and June, to the Joint Legislative Committee on the Budget11
relative to the contracts let in the construction of the University Medical Center12
hospital in New Orleans. Such report shall include the following for new contracts13
let during the reporting period:14
A.  The total number of contracts let to all contractors.15
B.  The total value of contracts let to all contractors.16
C.(1) The total number of contracts let to local disadvantaged business17

(2) The total number of contracts let to local businesses expressed as a1
percentage of the total number of contracts let.2
D.(1) The total value of contracts let to local disadvantaged business3
enterprises expressed as a percentage of the total value of contracts let.4
(2) The total value of contracts let to local businesses expressed as a5
percentage of the total value of contracts let.6
E. The total number of contracts let to a fifty-fifty joint venture enterprise7
expressed as a percentage of the total number of contracts let.8
F. The total value of contracts let to a fifty-fifty joint venture enterprise9
expressed as a percentage of the total value of contracts.10
G. The total number of subcontracts awarded to disadvantaged business11
enterprises which were awarded by contractors that are not disadvantaged business12
enterprises expressed as a percentage of the total number of contracts let.13
H. The total value of subcontracts awarded to disadvantaged business14
enterprises which were awarded by contractors that are not disadvantaged business15
enterprises expressed as a percentage of the total value of contracts let.16
I. Total number of disadvantaged business enterprises in which a contract17
was let or that was subcontracted expressed as a percentage of the total number of18
companies in which a contract was let or that was subcontracted.19

Abstract: Requires quarterly reporting to the Joint Legislative Committee on the Budget
regarding contracts let in the construction of the University Medical Center in New
Orleans.
Proposed law provides that the Louisiana State University Board of Supervisors and the
University Medical Center Management Corporation shall report quarterly, in September,
December, March, and June, to the Joint Legislative Committee on the Budget relative to
the hiring of local and disadvantaged business enterprises when contracting relative to the
construction of the University Medical Center hospital in New Orleans.  Such report shall

(1)The total number of contracts let to all contractors.

in which a contract was let or that was subcontracted.

Summary of Amendments Adopted by House
Committee Amendments Proposed by 	House Committee on Appropriations to the

1. Changed period of reporting to the Joint Legislative Committee on the Budget
from twice annually to quarterly.
