HOUSE CONCURRENT RESOLUTI ON NO. 190

A CONCURRENT RESOLUTI ON
To commemorate the one hundredth anniversary of the signing of the first nurse practice act
in Louisiana and to recognize July 10, 2012, as Louisiana State Board of Nursing
Day.
WHEREAS, on July 10, 1912, Governor Luther E. Hall signed Act No. 138 of the
1912 Regular Session of the General Assembly of the State of Louisiana providing for the
regulation of nursing practice and education; and
WHEREAS, this law was the forerunner of Louisiana's present Nurse Practice Act;
and
WHEREAS, past and present members of the Louisiana State Board of Nursing have
worked to establish standards for nursing practice and nursing education that seek to ensure
access by Louisiana citizens to safe and competent registered nurses; and
WHEREAS, to support and promote the best interests of the public, the nursing
community has given longstanding support to the regulation of nursing practice and
education; and
WHEREAS, the Louisiana State Board of Nursing has demonstrated leadership in
nursing regulation at the state and national level; and
WHEREAS, the Louisiana State Board of Nursing regulates over fifty-seven
thousand individuals who practice as registered nurses or advanced practice registered nurses
and regulates curricula for over six thousand individuals undertaking clinical nursing courses
in Louisiana; and
WHEREAS, the Louisiana State Board of Nursing approves and oversees twenty-six
programs that prepare nursing students for initial registered nurse licensure and seven
graduate programs that prepare registered nurses for advanced practice registered nurse

WHEREAS, the Louisiana State Board of Nursing has met the request of the
Legislature of Louisiana to establish the Louisiana Center for Nursing; and
WHEREAS, the Louisiana Center for Nursing completed the state's first official
nursing demand study to determine the statewide need for nurses across all levels of nursing
personnel; and
WHEREAS, this legislative body recognizes the vital importance of access to a safe
and competent registered nurse workforce by all Louisiana citizens.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
commemorate the one hundredth anniversary of the signing of the first nurse practice act in
Louisiana on July 10, 1912, and the creation of the Louisiana State Board of Nursing, the
agency whose mission is to assure Louisiana citizens access to safe and competent registered
nurses and advanced practice registered nurses.
BE IT FURTHER RESOLVED that the Legislature of Louisiana does hereby
commend the continuing contributions, past and present, to the health and well-being of all
Louisiana citizens by the dedicated members who have served on the Louisiana State Board
of Nursing.
BE IT FURTHER RESOLVED that the Legislature of Louisiana does hereby
recognize July 10, 2012, as Louisiana State Board of Nursing Day in Louisiana.
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
to the president of the Louisiana State Board of Nursing.
