SENATE CONCURRENT RESOLUTI ON NO. 60
BY SENATOR PERRY AND REPRESENTATI VE HENSGENS 
A CONCURRENT RESOLUTI ON
To urge and request the State Board of Elementary and Secondary Education and the state
Department of Education to develop and implement a comprehensive curriculum for
a high school communications course that will prepare students to communicate
effectively, both orally and in writing.
WHEREAS, effective oral and written communication serves as the essence of
human relations; and
WHEREAS, although the physical ability to communicate is often taken for granted,
effective communication skills are learned and further refined through practice; and
WHEREAS, effective communication allows one to maintain the integrity of
coherent thought through the expression of ideas in a manner that allows the listener to
accurately receive the intended message; and
WHEREAS, the capacity to communicate effectively and accurately is critical to
successful participation in our modern knowledge-based society; and
WHEREAS, the failure to communicate effectively results in unrealized potential
academically, professionally, and personally; and
WHEREAS, effective communication drives academic excellence and engenders
success in all spheres of life.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
urge and request the State Board of Elementary and Secondary Education and the state
Department of Education to develop and implement a comprehensive curriculum for a high
school communications course that will prepare students to communicate effectively, both

BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
president of the State Board of Elementary and Secondary Education and the state
superintendent of education.
