MTR VEHICLE/DRIVER LIC: Provides for the inclusion of certain medical information
on drivers' licenses and special identification cards
AN ACT1
To enact R.S. 32:412(L) and R.S. 40:1321(L), relative to driver's licenses and special2
identification cards; to authorize the inclusion of "situs inversus totalis" on driver's3
licenses and special identification cards; to provide for rules and regulations; and to4
provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1.  R.S. 32:412(L) is hereby enacted to read as follows:7
§412. Amount of fees; credit or refund; duration of license; disbursement of funds;8
renewal by mail or electronic commerce of Class "D" or "E" drivers' licenses;9
disposition of certain fees; exception10

L.  The words "situs inversus totalis" shall be exhibited in the color black12
below the person's photograph on the driver's license regardless of its class, upon13
request and presentation of documentation from a physician certifying that the14
person has such condition. The Department of Public Safety and Corrections, public15
safety services, may adopt rules and regulation in accordance with the16
Administrative Procedure Act, subject to oversight by the House and Senate17
committees on transportation, highways, and public works as are necessary to18

Section 2.  R.S. 40:1321(L) is hereby enacted to read as follows:1
§1321. Special identification cards; issuance; veteran designation; fees; expiration2
and renewal; exceptions; promulgation of rules; promotion of use; persons3
less than twenty-one years of age; the Protect and Save our Children4
Program; Selective Service Registration5

L. The words "situs inversus totalis" shall be exhibited in the color black7
below the person's photograph on a special identification card, upon request and8
presentation of documentation from a physician certifying that the person has such9
condition. The Department of Public Safety and Corrections, public safety services,10
may adopt rules and regulation in accordance with the Administrative Procedure Act,11
subject to oversight by the House and Senate committees on transportation,12
highways, and public works as are necessary to implement this Subsection.13
