ELECTION DAYS:  Calls a special election for submitting proposed constitutional
amendments to the state's electors
AN ACT1
To provide for a special statewide election to be held on October 19, 2013, for the purpose2
of submitting proposed constitutional amendments to the electors of the state; to3
provide for the conduct of such election; and to provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1. A special statewide election shall be held on Saturday, October 19, 2013,6
for the purpose of submitting to the electors of the state proposed constitutional amendments7
as contained in joint resolutions concurred in by each house of the legislature during the8
2013 Regular Session of the Legislature of Louisiana.9
Section 2. The election for which provision is made in this Act shall be held in10
compliance with and subject to the applicable provisions of the Louisiana Election Code. 11
Section 3. This Act shall become effective upon signature by the governor or, if not12
signed by the governor, upon expiration of the time for bills to become law without signature13
by the governor, as provided in Article III, Section 18 of the Constitution of Louisiana.  If14
vetoed by the governor and subsequently approved by the legislature, this Act shall become15
effective on the day following such approval.16
Section 4. This Act shall be void and of no effect if no proposed constitutional17
amendment as contained in a joint resolution is concurred in by each house of the legislature18
during the 2013 Regular Session of the Legislature of Louisiana that specifies the special19
statewide election provided in this Act as the statewide election at which the proposed20
constitutional amendment shall be submitted to the electors.21 HLS 13RS-1069	ENGROSSED

Abstract: Provides for a special statewide election to be held on Sat., Oct. 19, 2013, for the
purpose of submitting proposed constitutional amendments to the electors of the
state.
Present constitution (Const. Art. XIII, ยง1(A)(1)) requires that each joint resolution proposing
a constitutional amendment specify the statewide election at which the proposed
constitutional amendment shall be submitted to the state's electors for ratification. Provides
that special elections for submitting proposed constitutional amendments may be authorized
by law.
Proposed law provides that a special statewide election shall be held on Sat. Oct. 19, 2013,
for the purpose of submitting to the state's electors proposed constitutional amendments
contained in joint resolutions concurred in during the 2013 R.S. Provides that proposed law
shall be void and of no effect if no proposed constitutional amendment is concurred in
during the 2013 R.S. that specifies the special statewide election on Oct. 19, 2013, as the
statewide election at which the proposed constitutional amendment shall be submitted to the
electors.
Proposed law provides that the election shall be held in compliance with applicable
provisions of the Louisiana Election Code.
Effective upon signature of governor or lapse of time for gubernatorial action.
