GERMAIN, THIBAUT, AND PATRICK WILLIAMS A CONCURRENT RESOLUTI ON To urge and request the Department of Justice, office of the attorney general, with the cooperation of the Louisiana State Police, the Louisiana Commission on Law Enforcement and Administration of Criminal Justice, the Louisiana Sheriffs' Association, the Louisiana Chiefs of Police Association, and the Louisiana District Attorneys Association, to develop a comprehensive plan for the delivery of youth gang violence prevention services and to report its recommendations to the House Committee on the Administration of Criminal Justice and the Senate Committee on Judiciary C on or before January 15, 2014. WHEREAS, many youth gang members grow up in extreme poverty surrounded by violence; and WHEREAS, homicides, armed robberies, burglaries, drug offenses, and graffiti are among the list of criminal offenses perpetrated by gang members; and WHEREAS, according to the National Crime Victimization Survey published in June of 2005, gang members commit approximately 373,000 of 6.6 million violent victimizations each year; and WHEREAS, according to the 2011 National Youth Gang Survey, there are approximately 29,900 gangs and 782,500 active gang members in the United States; and WHEREAS, in an effort to combat gang violence, Act No. 461 of the 1993 Regular Session of the Legislature authorized the Juvenile Justice and Delinquency Prevention Advisory Board and Commission to submit and approve a delinquency prevention plan in each district of Louisiana for the purpose of reducing delinquent acts, juvenile arrests, and gang activity. ENROLLEDHCR NO. 157 Page 2 of 2 THEREFORE, BE IT RESOLVED, that the House of Representatives of the Legislature of Louisiana does hereby urge and request that the office of the attorney general, with the cooperation of the Louisiana State Police, the Louisiana Commission on Law Enforcement and Administration of Criminal Justice, the Louisiana Sheriffs' Association, the Louisiana Chiefs of Police Association, and the Louisiana District Attorneys Association, study and develop a comprehensive plan for the delivery of youth gang violence prevention services and to report its recommendations to the House Committee on the Administration of Criminal Justice and the Senate Committee on Judiciary C on or before January 15, 2014. BE IT FURTHER RESOLVED that the office of the attorney general may consult with any stakeholders to develop this comprehensive plan. BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted to the office of the attorney general, the Louisiana State Police, the Louisiana Commission on Law Enforcement and Administration of Criminal Justice, the Louisiana Sheriffs' Association, the Louisiana Chiefs of Police Association, and the Louisiana District Attorneys Association.
