REGISTRARS OF VOTERS. Authorizes the registrars of voters to make changes of
address, changes of party affiliation or nonaffiliation and changes of name received prior to
the close of the registration records for the general election. (gov sig)
AN ACT1
To amend and reenact R.S. 18:135(C) and to enact R.S. 18:135(B)(2), relative to registrars2
of voters; authorizes the registrars of voters to make changes of address, changes of3
party affiliation or nonaffiliation and changes of name received prior to the close of4
the registration records for the general election; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1. R.S. 18:135(C) is hereby amended and reenacted and R.S. 18:135(B)(2)7
is hereby enacted to read as follows:8

B. Except as otherwise provided by law, no entries or changes in the11
registration records shall be made thereafter except:12

(2)  To make a change of address, change of party affiliation or14
nonaffiliation, or change of name received prior to the close of the registration15
records for the general election.16

C. Except as otherwise provided by law, while the registration records are1
closed as required by Subsection A of this Section, registrars shall accept any2
application for registration, change of address, change of party affiliation or3
nonaffiliation, change of name, or application for any other lawful entry or change4
in a registration, but none of these shall be effective until at least the day after the5
election has been held.6
Section 2. This Act shall become effective upon signature by the governor or, if not7
signed by the governor, upon expiration of the time for bills to become law without signature8
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If9
vetoed by the governor and subsequently approved by the legislature, this Act shall become10
effective on the day following such approval.11

Present law prohibits the registrars of voters from making changes of address received after
the close of the registration records for the primary election that are submitted by registrants,
except for registrants who are on the inactive list and confirm their addresses by voting
absentee by mail, voting during early voting, voting on election day or who confirm their
addresses after the close of books for the primary election as authorized by present law (R.S.
18:196(C)).
Proposed law makes the changes of address of active registrants received after the close of
the registration records for the primary election consistent with the provisions for the
inactive registrants whose change of address are made prior to the general election.
Effective upon signature of the governor or lapse of time for gubernatorial action.
