Regular Session, 2014 HOUSE BILL NO. 137 BY REPRESENTATIVE HAVARD STATE EMPLOYEES: Authorizes payroll deductions for dues for membership in the Louisiana Engineering Society AN ACT1 To enact R.S. 42:456(A)(4), relative to permitted payroll withholdings for public employees;2 to provide authority for certain payroll deductions; to provide for an effective date;3 and to provide for related matters.4 Be it enacted by the Legislature of Louisiana:5 Section 1. R.S. 42:456(A)(4) is hereby enacted to read as follows: 6 ยง456. Permitted withholdings7 A. Payroll deductions shall be authorized only for the following:8 * * *9 (4) Dues for membership in the Louisiana Engineering Society, upon written10 authorization from the employee, and in accordance with rules and procedures11 promulgated by the commissioner of administration.12 * * *13 Section 2. This Act shall become effective on July 1, 2014; if vetoed by the governor14 and subsequently approved by the legislature, this Act shall become effective on July 1,15 2014, or on the day following such approval by the legislature, whichever is later.16 DIGEST The digest printed below was prepared by House Legislative Services. (1)Mandated federal or state income withholdings, credit unions, garnishments, liens, union dues, savings bonds programs, qualified United Way entities, health and life insurance products offered through the Office of Group Benefits, and products having state participating contributions, sponsored by the Office of Group Benefits, which qualify and are offered under Section 125 of the Internal Revenue Code (Cafeteria Plan). (2)Products offered without state contributory participation evaluated and approved in accordance with rules and procedures promulgated by the commissioner of administration. (3) Donations to any qualified nonprofit community health and human services charities, coordinated and payable through the Louisiana Association of United Ways, evaluated and approved in accordance with rules and procedures promulgated by the commissioner of administration. Proposed law retains present law and further authorizes a payroll deduction for dues for membership in the Louisiana Engineering Society, upon written authorization from the employee, and in accordance with rules and procedures promulgated by the commissioner of administration.
