VOTING/REGISTRATION:  Provides with respect to voter registration information and
data
AN ACT1
To amend and reenact R.S. 18:18(D) and to enact R.S. 18:154(C)(2)(d), relative to certain2
voter information and data; to authorize the secretary of state to enter into certain3
agreements to share certain voter information or data; to provide for the purposes of4
such agreements; to require certain provisions; to provide relative to the5
confidentiality of certain voter information and data; and to provide for related6
matters.7
Be it enacted by the Legislature of Louisiana:8
Section 1. R.S. 18:18(D) is hereby amended and reenacted and R.S. 18:154(C)(2)(d)9
is hereby enacted to read as follows: 10
§18.  Secretary of state; powers and duties11

D.  The secretary of state may enter into cooperative agreements with other13
states or groups of states to share voter registration information or data for purposes14
of determining whether a voter is registered in more than one state and for the15
maintenance of the state voter registration computer system.  The secretary of state16
shall include in any such cooperative agreement a provision for the privacy of the17
information or data that complies fully with applicable state and federal law.18

(d) The provisions of Paragraph (1) of this Subsection shall not apply to6
voter registration information or data transmitted to a state or group of states for7
purposes of determining whether a voter is registered to vote in more than one state8
and for the maintenance of the state voter registration computer system.9

Section 2. This Act shall become effective upon signature by the governor or, if not11
signed by the governor, upon expiration of the time for bills to become law without signature12
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If13
vetoed by the governor and subsequently approved by the legislature, this Act shall become14
effective on the day following such approval.15

Abstract: Authorizes the secretary of state to enter into certain cooperative agreements
with other states or groups of states to share voter information and data and requires
privacy provisions relative to such information and data.
Present law (R.S. 18:18(D)) authorizes the secretary of state to enter into cooperative
agreements with other states to share voter registration information for purposes of
determining whether a voter is registered in more than one state.
Proposed law retains present law. Additionally authorizes the secretary of state to enter into
cooperative agreements for the maintenance of the state voter registration computer system.
Provides that such cooperative agreements may involve voter registration data and that they
may involve groups of states. Requires the secretary of state to include in any such
cooperative agreement a provision for the privacy of the information or data that complies
fully with applicable state and federal law.
Present law (R.S. 18:154) prohibits the registrar and the Dept. of State from disclosing
certain voter information, including the voter's mother's maiden name and the driver's license
number, social security number, day and month of the date of birth, email address, and short

Proposed law provides an exception to present law for voter registration information or data
transmitted to a state or group of states for purposes of determining whether a voter is
registered to vote in more than one state and for the maintenance of the state voter
registration computer system.
Effective upon signature of governor or lapse of time for gubernatorial action.
