HOUSE CONCURRENT RESOLUTI ON NO. 113
BY REPRESENTATIVES ARNOLD AND BROSSETT
LEGISLATIVE AFFAIRS: Requests the House Committee on House and Governmental
Affairs and the Senate Committee on Senate and Governmental Affairs to meet and
function as a joint committee to study the advisability of requiring the Orleans Parish
registrar of voters to serve for a term of office concurrent with the term of office of
the members of the city council
A CONCURRENT RESOLUTI ON1
To authorize and request the House Committee on House and Governmental Affairs and the2
Senate Committee on Senate and Governmental Affairs to meet and function as a3
joint committee to study and make recommendations with respect to the advisability4
of requiring the Orleans Parish registrar of voters to serve for a term of office5
concurrent with the term of office of the members of the city council of the city of6
New Orleans.7
WHEREAS, Article XI, Section 5 of the Constitution of Louisiana requires the8
governing authority of each parish to appoint a registrar of voters, whose powers and9
functions are provided by law; and10
WHEREAS, R.S. 18:58 provides that the registrar, under the direction of the11
secretary of state, shall be responsible for the registration of voters in the parish, the12
administration and enforcement of the laws and the rules and regulations of the secretary of13
state regarding the registration of voters, and conducting absentee by mail and early voting14
in the parish; and15
WHEREAS, the members of the city council of the city of New Orleans, which16
appoints the registrar of voters, serve for a fixed term of office, as do most public officials,17

WHEREAS, Article XI, Section 5 of the Constitution of Louisiana provides that a1
registrar can be removed only for cause and prohibits the legislature from providing for the2
removal from office of a registrar by the appointing authority; and3
WHEREAS, R.S. 18:53(A) provides that a registrar may be removed "by the State4
Board of Election Supervisors for willful misconduct relating to his official duty, willful and5
persistent failure to perform his duty, persistent public conduct prejudicial to the6
administration of the laws relative to the registration of voters that brings the office into7
disrepute, or conviction of a felony."8
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby9
authorize and request the House Committee on House and Governmental Affairs and the10
Senate Committee on Senate and Governmental Affairs to meet and function as a joint11
committee to study and make recommendations with respect to the advisability of requiring12
the Orleans Parish registrar of voters to serve for a term of office concurrent with the term13
of office of the members of the city council of the city of New Orleans.14
BE IT FURTHER RESOLVED that the joint committee shall report its findings and15
recommendations to the legislature not later than sixty days prior to the convening of the16
2015 Regular Session of the Legislature of Louisiana.17
