HOUSE RESOLUTION NO. 10
BY REPRESENTATIVE TERRY LANDRY
A RESOLUTION
To urge and request the House Committee on Transportation, Highways, and Public Works
to study the Louisiana Department of Transportation and Development's
Disadvantaged Business Enterprise program.
WHEREAS, the Louisiana Department of Transportation and Development has
developed a Unified Certification Program, as required by 49 CFR Part 26.81 of the United
States Department of Transportation, to certify businesses qualified as a Disadvantaged
Business Enterprise (DBE); and
WHEREAS, DBEs are for-profit small businesses where socially and economically
disadvantaged individuals own at least a fifty-one percent interest and also control
management and daily business operations; and
WHEREAS, a DBE program was created to remedy past and current discrimination
against socially and economically disadvantaged individuals wanting to do business with the
Louisiana Department of Transportation and Development on federally assisted projects; and
WHEREAS, the Louisiana Department of Transportation and Development is
responsible for certifying the eligibility of DBE firms to participate in United States
Department of Transportation contracts and establish narrowly-tailored goals for the
participation of disadvantaged entrepreneurs; and 
WHEREAS, the United States Department of Transportation's DBE program
provides a vehicle for increasing the participation of minority-owned small businesses in
state and local contract procurement.  ENROLLEDHR NO. 10

THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby urge and request the House Committee on
Transportation, Highways, and Public Works to study the Unified Certification Program of
the Louisiana Department of Transportation and Development to ensure the department's
contracting and certification activities follow the program's objectives based on local market
place conditions.
BE IT FURTHER RESOLVED that a final report of the committee's findings and
recommendations shall be submitted to the House of Representatives no later than January
1, 2015.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
Secretary of the Louisiana Department of Transportation and Development.
