HOUSE RESOLUTION NO. 70
BY REPRESENTATIVE JAMES
A RESOLUTION
To recognize Thursday, April 10, 2014, as Baton Rouge Parliamentarians Day.
WHEREAS, since April is the birth month of Thomas Jefferson, the author of the
first American manual of parliamentary procedure which was published in 1801, it is
appropriate to honor his legacy and celebrate the use of parliamentary procedure throughout
the entire month; and
WHEREAS, it is fitting to honor Henry Martyn Robert, the author of Pocket Manual
of Rules of Order for Deliberative Assemblies, also known as "Robert's Rules of Order"; and
WHEREAS, "Robert's Rules of Order" is the most widely recognized and used
parliamentary authority in public and private organizations; and
WHEREAS, it is timely to reflect upon the importance of parliamentary procedure
in providing for civil discourse, protecting individual rights, ensuring fairness, and
maintaining order in meetings; and
WHEREAS, it is an exciting time to celebrate the thirtieth anniversary of the Baton
Rouge Unit of Parliamentarians, which was chartered on April 17, 1984; and
WHEREAS, the Baton Rouge Unit of Parliamentarians is a professional society
dedicated to educating leaders throughout our state in effective meeting management
through the use of parliamentary procedure; and
WHEREAS, the National Association of Parliamentarians has designated the month
of April as Parliamentary Law Month.
THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby recognize Thursday, April 10, 2014, as Baton Rouge
Parliamentarians Day and does hereby welcome the members and participants of the Baton
Rouge Unit of Parliamentarians to the state capitol. ENROLLEDHR NO. 70

BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
to the president of the Baton Rouge Unit of Parliamentarians.
