FISCAL CONTROLS. Provides with respect to the Road Home Corporation, the Louisiana
Land Trust or other housing assistance programs when disposing of certain properties.

AN ACT1
To enact R.S. 40:600.66(B)(5), relative to the Road Home Corporation and the Louisiana2
Land Trust; to provide for the disposition of certain properties by the Road Home3
Corporation, the Louisiana Land Trust, or certain other housing assistance programs;4
and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1.  R.S. 40:600.66(B)(5) is hereby enacted to read as follows:7
ยง600.66. Powers and responsibilities of the Road Home Corporation and the8
Louisiana Land Trust9

B. Housing assistance rendered by the Road Home Corporation or the11
Louisiana Land Trust or rendered through any other housing assistance program12
under the provisions of this Chapter shall be subject to the following:13

(5)(a) In addition to following any provisions of amendments to The15
Road Home Program's Action Plan relevant to Road Home properties,16

housing assistance program develops plans to bundle single lots or contiguous1
properties to be sold at auction, to bundle single lots or contiguous properties2
for sale for targeted development, or to bundle single lots or contiguous3
properties for reintroduction to the marketplace through other strategies, such4
entity operating under the provisions of this Chapter shall ensure that5
participation in the sale is open to all persons, public or private, including for-6
profit as well as nonprofit entities.7
(b) The provisions of Subparagraph (a) of this Paragraph shall not8
apply to any "lot next door program" that provides an opportunity to owners9
of property that share a common boundary with a former Road Home property10
to purchase the property.11

Present law provides for the powers and responsibilities of the Road Home Corporation and
the La. Land Trust. Provides for housing assistance rendered by the Road Home
Corporation, the La. Land Trust, or rendered through any other house assistance program.
Proposed law retains present law and provides that in addition to following any amendments
to The Road Home Program's Action Plan relevant to Road Home properties, when the Road
Home Corporation, Louisiana Land Trust or other housing assistance program develops
plans to bundle single lots or contiguous properties to be sold at auction, to bundle single lots
or contiguous properties for sale for targeted development, or to bundle single lots or
contiguous properties for reintroduction to the marketplace through other strategies, then
these entities are to ensure that participation in the sale is open to all persons, public or
private, including for-profit as well as nonprofit entities.
Proposed law is not to apply to any "lot next door program" that provides an opportunity to
owners of property sharing a common boundary with a former Road Home property to
purchase the property.
Effective August 1, 2014.

the concurrence of the appropriate neighborhood or homeowner association.
