BY SENATOR MORRELL 
SCHOOLS.  Provides relative to student application and enrollment procedures in the
Recovery School District and certain other school systems. (gov sig)
AN ACT1
To enact R.S. 17:221.1, relative to the Recovery School District and certain other public2
school systems; to provide relative to student enrollment; to provide relative to3
school systems with an enrollment process which utilizes a single application; to4
provide relative to application and enrollment procedures and time lines; to provide5
relative to notification of school enrollment information; to provide for effectiveness;6
and to provide for related matters.7
Be it enacted by the Legislature of Louisiana:8
Section 1.  R.S. 17:221.1 is hereby enacted to read as follows: 9
ยง221.1. Student enrollment; school systems utilizing a single application10
process; requirements and time lines11
A. The Recovery School District and any other public school system that12
establishes an enrollment process through which students may apply to multiple13
schools utilizing a single application shall comply with the following:14
(1) The school system shall publish current information which provides15
clear instructions regarding the application and selection process, including all16
applicable time lines. This information shall also include a list of all schools17 SB NO. 683

within the school system that utilize the single application process to enroll1
students and those schools that do not participate in the single application2
process, thus requiring each student seeking enrollment to the school to submit3
a separate application.4
(2) The school system shall develop time lines and procedures that5
require each school that does not participate in the single application process6
to complete its application and registration process at least thirty days prior to7
the application deadline for schools that utilize the single application to enroll8
students.9
(3) The school system shall require each school that does not utilize the10
single application process to submit a list of all students enrolled in the school11
to the school system at the conclusion of the school's application and12
registration period.13
B. The provisions of this Section shall be fully implemented and utilized14
to enroll students in the public school systems to which it is applicable beginning15
with the 2015-2016 school year.16
Section 2. This Act shall become effective upon signature by the governor or, if not17
signed by the governor, upon expiration of the time for bills to become law without signature18
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If19
vetoed by the governor and subsequently approved by the legislature, this Act shall become20
effective on the day following such approval.21

Proposed law provides with respect to the Recovery School District and other public school
systems that establishes an enrollment process through which a student may apply to
multiple schools utilizing a single application as follows:
(1)Requires the school system to publish current information which provides clear
instructions regarding the application and selection process, including all applicable
time lines. Provides that this information shall also include a list of all schools within
the school system that utilize the single application process to enroll students and
those schools that do not participate in the single application process, thus requiring SB NO. 683

each student seeking enrollment to the school to submit a separate application.
(2)Requires the school system to develop time lines and procedures that require each
school that does not participate in the single application process to complete its
application and registration process at least thirty days prior to the application
deadline for schools that utilize the single application to enroll students.
(3)Provides that the school system shall require each school that does not utilize the
single application process to submit a list of all students enrolled in the school to the
school system at the conclusion of the school's application and registration period.
(4)Provides that the provisions of proposed law shall be fully implemented and utilized
to enroll students in the public school systems to which it is applicable beginning
with the 2015-2016 school year.
Effective upon signature of the governor or lapse of time for gubernatorial action.
