HOUSE CONCURRENT RESOL UTION NO. 2

U.S. CONSTITUTION: Applies to congress under U.S. Const. Art. V to call a convention
of the states to propose U.S. constitutional amendments to impose fiscal restraints
on the federal government, limit federal government power, and provide for term
limits for federal officials and members of congress
1 A CONCURRENT RESOL UTION
2To apply to the United States Congress, under the provisions of Article V of the Constitution
3 of the United States, for the calling of a convention of the states limited to proposing
4 amendments to the Constitution of the United States that impose fiscal restraints on
5 the federal government, limit the power and jurisdiction of the federal government,
6 and limit the terms of office for its officials and for members of congress.
7 WHEREAS, Article V of the Constitution of the United States mandates that upon
8the "Application of the Legislatures of two thirds of the several States", congress shall "call
9a Convention for proposing Amendments"; and
10 WHEREAS, the Legislature of the state of Louisiana deems amendments to the
11Constitution of the United States providing for fiscal restraints on the federal government,
12limits on the power and jurisdiction of the federal government, and limits on the terms of
13office for federal officials and for members of congress necessary.
14 THEREFORE, BE IT RESOLVED that the Legislature of the state of Louisiana
15hereby applies to congress, under the provisions of Article V of the Constitution of the
16United States, for the calling of a convention of the states limited to proposing amendments
17to the Constitution of the United States that impose fiscal restraints on the federal
18government, limit the power and jurisdiction of the federal government, and limit the terms
19of office for its officials and for members of congress.

1 BE IT FURTHER RESOLVED that the secretary of state is hereby directed to
2transmit copies of this application to the President and Secretary of the United States Senate
3and to the Speaker and Clerk of the United States House of Representatives, and copies to
4the members of the said Senate and House of Representatives from this state; also to transmit
5copies hereof to the presiding officers of each of the legislative houses in the several states,
6requesting their cooperation.
7 BE IT FURTHER RESOLVED that this application constitutes a continuing
8application in accordance with Article V of the Constitution of the United States until the
9legislatures of at least two-thirds of the several states have made applications on the same
10subject.
