SENATE CONCURRENT RESOL UTION NO. 34
BY SENATORS HEITMEIER, CROWE, MORRELL, NEVERS AND PETERSON AND
REPRESENTATIVES ARNOLD, WESLEY BISHOP, COX, LEGER,
MORENO AND ORTEGO 
A CONCURRENT RESOL UTION
To urge and request the Department of Health and Hospitals, the Department of Education,
the Medicaid managed care organizations, and representatives of the Whole Child
Initiative to work together to develop a plan to implement the Whole School, Whole
Community, Whole Child model developed by the United States Centers for Disease
Control and Prevention.
WHEREAS, Whole School, Whole Community, Whole Child (WSCC) is a
collaborative approach to learning and health developed by the United States Centers for
Disease Control and Prevention (CDC); and
WHEREAS, establishing healthy behaviors during childhood is easier and more
effective than trying to change unhealthy behaviors during adulthood; and
WHEREAS, research shows a link between the health outcomes of young people and
their academic success; and
WHEREAS, since 1987, CDC's coordinated school health approach has been the
blueprint for integrating health-promoting practices in schools, and coordinated school
health programs have helped to establish policies and practices in states, districts, and
schools across the nation and will see continued success with the expanded WSCC model;
and
WHEREAS, the WSCC model includes ten components: health education; nutrition
environment and services; employee wellness; social and emotional school climate; physical
environment; health services; counseling, psychological, and social services; community
involvement; family engagement; and physical education and physical activity; and
WHEREAS, the WSCC model meets the needs for greater emphasis on both the
psychological and physical environments as well as the ever-increasing and growing roles
that community agencies and families must play.

THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
urge and request the Department of Health and Hospitals, the Department of Education, the
Medicaid managed care organizations, and representatives of the Whole Child Initiative to
work together to develop a plan to implement the WSCC model developed by the United
States Centers for Disease Control and Prevention.
BE IT FURTHER RESOLVED that the Department of Health and Hospitals host the
Department of Education, the Medicaid managed care organizations, and representatives of
the Whole Child Initiative in the development of the plan by providing meeting space,
calling the meetings, and staffing the meetings called to prepare the plan to be submitted to
the legislature.
BE IT FURTHER RESOLVED that the Department of Health and Hospitals be
responsible for preparing and delivering the plan to the legislature.
BE IT FURTHER RESOLVED that the Department of Health and Hospitals call the
first meeting no later than September 1, 2015.
BE IT FURTHER RESOLVED that the plan be submitted to the legislature no later
than January 15, 2016.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
secretary of the Department of Health and Hospitals, the superintendent of the Department
of Education, the Medicaid managed care organizations , the Cecil J. Picard Center for Child
Development and Lifelong Learning, the Childhood and Family Learning Foundation, the
Louisiana Public Health Institute, and the United Way of Southeast Louisiana.
