2015 Regular Session APPROVED SENATE CONCURRENT STUDY REQUEST NO. 1 BY SENATOR DORSEY-COLOMB A CONCURRENT STUDY REQUEST To request the Senate Committee on Transportation, Highways, and Public Works and the House Committee on Transportation, Highways, and Public Works to meet and function as a joint committee to study the impact of and penalties for texting or using social media while driving in Louisiana. WHEREAS, recognizing the safety hazards associated with driving while using wireless communication devices, the Louisiana Legislature enacted R.S. 32:300.5, 300.6, 300.7, and 300.8, all of which prohibit or restrict the use of wireless communication devices while operating a motor vehicle; and WHEREAS, despite certain statutory restrictions, Louisiana drivers continue to use wireless communication devices while operating a motor vehicle; and WHEREAS, in Louisiana and nationally, accidents resulting from distracted drivers are increasing; and WHEREAS, existing fines and penalties do not appear to deter use of wireless communication devices while driving. THEREFORE, the Legislature of Louisiana requests that the Senate Committee on Transportation, Highways, and Public Works and the House Committee on Transportation, Highways, and Public Works to meet and function as a joint committee to study the impact of and penalties for texting or using social media while driving.
