HOUSE BILL NO. 414

SECRETARY OF STATE:  Authorizes the secretary of state to promulgate rules and forms
for the registration of individuals who serve as demographers for the development
of reapportionment or redistricting plans in Louisiana
1	AN ACT
2To enact R.S. 18:18(E), relative to the powers and duties of the secretary of state; to
3 authorize the secretary of state to promulgate rules and forms for the registration of
4 individuals who serve as demographers for the development of reapportionment or
5 redistricting plans in Louisiana; and to provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 18:18(E) is hereby enacted to read as follows:
8 §18.  Secretary of state; powers and duties

10	E.  The secretary of state may promulgate rules and forms pursuant to the
11 Administrative Procedure Act for the registration of individuals who serve as
12 demographers for the development of reapportionment or redistricting plans in
13 Louisiana.

Present law (R.S. 49:950 et seq.—Administrative Procedure Act) provides procedures and
requirements for the promulgation of rules by state agencies.
Present law (R.S. 18:18) provides for the powers and duties of the secretary of state. 
Provides that he shall administer the laws relating to custody of voting machines and voter
registration and provides specific duties.
Proposed law retains present law.  Authorizes the secretary of state to promulgate rules and
forms pursuant to present law (Administrative Procedure Act) for the registration of
individuals who serve as demographers for the development of reapportionment or
redistricting plans in La.
