SECRETARY OF STATE: Authorizes the secretary of state to provide for posting on his
website information on persons who provide redistricting services
1 AN ACT
2To enact R.S. 18:18(E), relative to the powers and duties of the secretary of state; to
3 authorize the secretary of state to provide for the voluntary submission of
4 information by persons who provide redistricting services in Louisiana and to post
5 such information on the website of the secretary of state and to provide for related
6 matters.
7Be it enacted by the Legislature of Louisiana:
8 Section 1. R.S. 18:18(E) is hereby enacted to read as follows:
9 §18. Secretary of state; powers and duties

11 E. The secretary of state may provide for the voluntary submission of
12 information by persons who provide redistricting services in Louisiana, including
13 without limitation submission of contact information, qualifications, and work
14 history, and for the posting of such information on the website of the secretary of
15 state.

Abstract: Authorizes the secretary of state to receive and post information on persons who
provide redistricting services.
Present law (R.S. 49:950 et seq.—Administrative Procedure Act) provides procedures and
requirements for the promulgation of rules by state agencies.
Present law (R.S. 18:18) provides for the powers and duties of the secretary of state.
Provides that he shall administer the laws relating to custody of voting machines and voter
registration and provides specific duties.
Proposed law retains present law. Authorizes the secretary of state to provide for the
voluntary submission of information by persons who provide redistricting services in La. and
for the posting of such information on the website of the secretary of state.

Summary of Amendments Adopted by House
The Committee Amendments Proposed by House Committee on House and
Governmental Affairs to the original bill:
1. Delete provision authorizing the secretary of state to promulgate rules and forms
for the registration of individuals who serve as demographers for the
development of reapportionment or redistricting plans in La. Instead authorizes
the secretary of state to provide for the voluntary submission of information by
persons who provide redistricting services in La. and for the posting of such
information on the website of the secretary of state.
