HOUSE CONCURRENT RESOL UTION NO. 119

PORTS/NEW ORLEANS: Creates a study group to examine issues related to port facilities,
activities, and development in the city of Kenner and other parts of Jefferson Parish
1 A CONCURRENT RESOL UTION
2To create a study group to provide input to the Port of New Orleans concerning the port's
3 master plan as it relates to port development, facilities, and activities in the city of
4 Kenner and Jefferson Parish and to make recommendations to the legislature
5 regarding the establishment of port development, facilities, and activities in the city
6 of Kenner and other parts of Jefferson Parish.
7 WHEREAS, the entirety of Jefferson Parish is included in the jurisdiction of the Port
8of New Orleans; and
9 WHEREAS, vast expanses of property ripe for port development exist along the
10Mississippi River in the city of Kenner and Jefferson Parish; and
11 WHEREAS, the Port of New Orleans has committed to spend no less than three
12hundred thousand dollars in calendar year 2016 to create a master plan, to include utilization
13of property in the city of Kenner and Jefferson Parish for port development, facilities, and
14activities; and
15 WHEREAS, the city of Kenner and Jefferson Parish desire to create additional jobs
16and economic activity along the Mississippi River within both jurisdictions.
17 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
18create a special study group, hereinafter referred to as the "Jefferson Parish and City of
19Kenner Port Study Group", to do the following:

1 (1) Provide input to the Port of New Orleans concerning the port's master plan as it
2relates to port development, facilities, and activities in the city of Kenner and Jefferson
3Parish; and
4 (2) Provide recommendations to the legislature regarding the establishment of
5additional port development, facilities, and activities in the city of Kenner and other parts
6of Jefferson Parish.
7 BE IT FURTHER RESOLVED that the Jefferson Parish and City of Kenner Port
8Study Group shall be comprised of the following members:
9 (1) The two members of the Board of Commissioners of the Port of New Orleans
10who fill the positions of "A" and "C" on such board.
11 (2) The president of the Port of New Orleans, or his designee.
12 (3) The president of Jefferson Parish, or his designee.
13 (4) The mayor of the city of Kenner, or his designee.
14 (5) The mayor of the city of Westwego, or his designee.
15 (6) The mayor of the city of Gretna, or his designee.
16 BE IT FURTHER RESOLVED that the president of Jefferson Parish shall call the
17first meeting of the Jefferson Parish and City of Kenner Port Study Group and shall take all
18actions as are necessary to ensure that the study group first convenes no later than September
1930, 2016.
20 BE IT FURTHER RESOLVED that at its initial meeting, the Jefferson Parish and
21City of Kenner Port Study Group shall elect a chairperson and shall adopt rules of procedure
22and any other policies it deems necessary to facilitate its work.
23 BE IT FURTHER RESOLVED that the chairman of the Jefferson Parish and City
24of Kenner Port Study Group shall cause notice of each meeting of the study group to be
25provided to the speaker of the House of Representatives, the president of the Senate, the
26chairman of the House Committee on Transportation, Highways and Public Works, the
27chairman of the Senate Committee on Transportation, Highways and Public Works, and all
28legislators representing districts within the jurisdiction of the Port of New Orleans.
29Additionally, the president of Jefferson Parish shall cause notice of the first meeting of the
30Jefferson Parish and City of Kenner Port Study Group to be provided to such persons.

1 BE IT FURTHER RESOLVED that the Jefferson Parish and City of Kenner Port
2Study Group shall review the master plan of the Port of New Orleans once it is complete.
3 BE IT FURTHER RESOLVED that the Jefferson Parish and City of Kenner Port
4Study Group shall create a written report which:
5 (1) Summarizes the study group's input provided to the Port of New Orleans
6concerning the port's master plan as it relates to port development, facilities, and activities
7in the city of Kenner and Jefferson Parish; and
8 (2) Makes recommendations to the legislature regarding the establishment of
9additional port development, facilities, and activities in the city of Kenner and other parts
10of Jefferson Parish.
11 BE IT FURTHER RESOLVED that the Jefferson Parish and City of Kenner Port
12Study Group shall submit such written report to the speaker of the House of Representatives,
13the president of the Senate, the chairman of the House Committee on Transportation,
14Highways and Public Works, the chairman of the Senate Committee on Transportation,
15Highways and Public Works, and all legislators representing districts within the jurisdiction
16of the Port of New Orleans on or before January 15, 2017.
17 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
18to the two members of the Board of Commissioners of the Port of New Orleans who fill the
19positions of "A" and "C" on such board, the president of the Port of New Orleans, the
20president of Jefferson Parish, the mayor of the city of Kenner, the mayor of the city of
21Westwego, and the mayor of the city of Gretna.
