HOUSE CONCURRENT RESOL UTION NO. 88
BY REPRESENTATIVE GAINES AND SENATOR BISHOP
A CONCURRENT RESOL UTION
To urge and request parish governing authorities to work with public postsecondary
education institutions in the state and the secretary of state to establish polling places
on the campuses of those institutions.
WHEREAS, the Louisiana Election Code provides that parish governing authorities
establish precincts; and
WHEREAS, a polling place must be located in a public building if one is available;
and
WHEREAS, all public bodies are required to allow the use of public buildings as
polling places without cost or charge when the governing authority requires it; and
WHEREAS, a full-time student attending an institution of higher learning in
Louisiana may register to vote at the place where the student resides while attending the
institution; and
WHEREAS, it is important to engage students in the democratic process.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
urge and request parish governing authorities to work with public postsecondary education
institutions in the state and the secretary of state to establish polling places on the campuses
of those institutions.
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be sent to the
secretary of state; the Police Jury Association of Louisiana; the president of each public
postsecondary education system, who shall be responsible for disseminating a copy to each

institution under the supervision of the system; the chairman of the Board of Regents; and
the commissioner of higher education.
