SENATE CONCURRENT RESOL UTION NO. 75

A CONCURRENT RESOL UTION
To urge and request the Judicial Council of the Supreme Court of Louisiana to study and
make recommendations prior to the 2017 Regular Session regarding the election
sections for the Thirty-Second Judicial District Court, specifically focusing on the
needs of the judicial district in terms of the necessity of the creation of a new
election section with a majority of minority electors or changes to an existing
election section to have a majority of minority electors.
WHEREAS, the effort to determine the need for additional judgeships and for
judicial election sections to have a majority of minority electors is a difficult and
time-consuming task that involves the collection, examination, and analysis of case filing
data, demographics of the judicial district, the structure and financing of the court, and many
other considerations; and
WHEREAS, it is of the utmost importance that the people of the Thirty-Second
Judicial District are represented appropriately and that the judges meet the needs of the
community and litigants; and
WHEREAS, it is equally important that any changes to the makeup of the court be
made objectively, impartially, and based only on the needs of the Thirty-Second Judicial
District; and
WHEREAS, this can be best achieved by the Judicial Council studying the district,
its judges, its population, and any other appropriate matters to determine the needs of the
people and the parties who appear before the Thirty-Second Judicial District and to make
recommendations to the legislature regarding the need to create an election section with a
majority of minority electors or to change an existing election section to have a majority of
minority electors.

THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
urge and request the Judicial Council of the Supreme Court of Louisiana to study and make
recommendations prior to the 2017 Regular Session to the legislature regarding election
sections for the Thirty-Second Judicial District Court, specifically focusing on the needs of
the judicial district in terms of the necessity of the creation of a new election section with
a majority of minority electors or changes an existing election section to have a majority of
minority electors.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
Judicial Council of the Supreme Court of Louisiana.
